Griffin Road Waterline Extension

Context

The Griffin Road waterline extension was approved previously, but the Route 20 portion needs a MassDOT permit. Vinnie, Andrew Golas, and Nick Peele all lacked permissions to submit through the MassDOT portal; escalated to MassDOT and unresolved as of October 7. Work off Route 20 can proceed but the contractor should not dig the Route 20 section.
