Young Road Chapter 61 Right of First Refusal
Context
About 77.8 acres on Young Road (parcels 21-A-9 and 22-B-1), owned by the Lorazziotis family/trust, being removed from Chapter 61 for sale. Buyer Pete Messier (with Mark Rice and his wife) plans modest custom homes plus a large protected area with the Charlton Heritage Preservation Trust, with a purchase and sale agreement executed with the trust. Bill Lock of Bay Colony Properties asked the town to assign its right of first refusal (ROFR) to the Capen Hill Nature Sanctuary: he would fund it and take a ~30% eastern portion as a buffer for a ~200-acre industrial site in Oxford. David Singer opposed the assignment approach. Lock said he hoped to submit Oxford industrial building permits in about 60 days (access via Route 20). Names are ASR-approximate (Lock may appear as "Lockach"/"Balling").
Status
Resolved August 11, 2026: the board closed the hearing and voted unanimously not to exercise the ROFR, letting the land return to the trust.
