2026-07-15 - Planning Board Meeting

Summary

Built from YouTube ASR auto-captions (no speaker labels; names and figures are often garbled). The Charlton Planning Board opened with a public hearing on New England Power Company's site plan for a permanent electrical substation (Snake Hill Substation No. 2235) at 29 Snake Hill Road to serve the Amazon warehouse, replacing the temporary substation approved in 2023. Applicant counsel and engineers described a roughly 49,300 sq ft yard, an 864 sq ft control house, 8-ft fencing with barbed wire, a 750-foot driveway extension and about 150,000 sq ft of disturbance. Board members asked about security, future growth, decommissioning of the temporary station (the fenced compound would remain for storage), wildlife fragmentation, and screening/lighting; a Snake Hill Road neighbor called the company a good neighbor. The hearing was continued to August 12 pending Graves Engineering peer-review items such as a lighting and landscaping sheet.

The board then approved a reduced-frontage lot for a single-family home (Elliot Berling application, map 70) after plan revisions, and took up the continued Hayden Enterprises gas station / convenience store / drive-thru with five apartments on Worcester Road (Route 20). Consulting engineer Al Chua reviewed neighbor concerns (fence, arborvitae plantings, lighting, double-wall tanks, oil/water separators) and announced a hydrant pressure test on the 21st. Traffic reviewer Bob (MDM Traffic) said the driveway design is subject to MassDOT, likely requiring a narrower or scored-apron entrance, an extended island, a snow management plan and a gate on the gravel connection to Old Worcester Road; hours of about 5 a.m. to 11 p.m. were floated, and a decommissioning bond was suggested. The hearing was continued to September 2.

The board next continued the Jesse Properties hearing for a seven-bay contractor rental building at 360 West Worcester Road (former mini-golf site) to August 12, after discussion of parking (18 spaces versus 14 or 28 required), no unregistered-vehicle storage, the old public-supply well, and the peer reviewer's request for a defined list of allowed uses. The continued Blue Sky Towers / Verizon cell tower hearing at Bond Road was discussed at length (22 Graves comments, four waiver requests, 91 Bond Road address, removal bond, a decommissioning trigger the board floated at roughly 10 years without a carrier, test borings versus a requested extra basin test pit, town communications space on the pole). The recreation commission then raised adding lights to the Flint Road football field for November-December practices; the board suggested a modest site plan modification with a public hearing in mid-September and agreed to waive fees and peer review.

Housekeeping: the board met new planner/planning director Gillan (his first meeting), who discussed posting application materials, naming conventions and agenda format; members were wary of putting engineering reports and personal data on the public web and favored the SharePoint share drive. Jane (Planning Board Clerk) and Dylan (Quinn Engineering) appear in procedural roles. Votes: ANR for 140 Bond Road (rear) accepted; one-year extension for a North Sturbridge (North Nage) Road reduced-frontage special permit to July 17, 2027; a 61D lot release; all hearings above continued.

Issues discussed: New England Power Company Snake Hill Road Substation, Hayden Enterprises Gas Station Special Permit, 360 West Worcester Road Contractor Bays, Blue Sky Towers Bond Road Cell Tower, Flint Road Football Field Lighting, Planning Board Online Records and Website Practices

0:07 | um being a little after 6:30
0:10 | um we're going to open the July 15th um
0:13 | 2026 um talking board meeting. Um the
0:18 | first thing on the agenda is the public
0:21 | hearing for the New England Power
0:23 | Company. Um, notice of public hearing.
0:26 | Children board in accordance with
0:28 | section 2003.26W
0:31 | and 207.2G of the child and resilient
0:34 | bylaw. The child board will hold a
0:36 | public hearing on Wednesday, July 15,
0:38 | 2026 at 6:30 in the planning board
0:41 | office. um in person at the George
0:44 | Kinsky Municipal Building, 57 Main
0:46 | Street, Chelton 1507 on the request of
0:50 | New [clears throat] Power Company 170
0:52 | dated by Wall Fans, Mass 02451 to
0:56 | install an electrical substation to
0:58 | provide power to the Amazon warehouse
1:00 | facility located at 53 Road. The
1:03 | property is located at 29 Snake Hill
1:05 | Road. Um assesses 44, block B, lot 9.
1:10 | The property is in the agricultural um
1:12 | R60
1:14 | um in zone the A R 60 district. Copy of
1:20 | the site plan application are available
1:21 | for inspection at the planning board
1:23 | office in the town clerk's office during
1:25 | the business hours. Any person
1:27 | interested or wish to be heard should
1:29 | appear at the time and place designated.
1:35 | Then I will open up the
1:37 | congratulations.
1:38 | Thank you madam chair. My name is Jody K
1:41 | from the law firm of Babin Dwey here
1:43 | tonight with several members of the
1:44 | project team project manager Ryan Fun
1:48 | Ryan from civil environment and Alison
1:52 | Miller nailed it. Um, so Indones
2:00 | um, so we're here tonight as you
2:02 | mentioned for a special permit for the
2:04 | construction and installation of an
2:06 | electric substation along Snake Hill
2:08 | Road and Carpenter Hill Road to be known
2:10 | in
2:12 | known and as the Snake Hill substation
2:15 | number 2235. Uh so in 2023, the
2:20 | applicant sought and obtained a special
2:22 | permit for a temporary substation um in
2:25 | support of the phase Amazon facility
2:27 | construction and is now seeking to build
2:29 | a more permanent uh substation. Once the
2:32 | new substation is fully built out, the
2:35 | infrared substation and feeder will be
2:37 | removed and retired. So the property uh
2:40 | if you flip through to the
2:43 | next slide um is currently comprised of
2:47 | the temporary modular integrated
2:49 | transportable substation and the related
2:51 | equipment and facilities um known as
2:53 | carpenter hill substation and a 1
2:56 | megawatt ground mounted solar array that
2:58 | is currently owned and operated by
2:59 | national project is necessary to support
3:03 | the electrical load needed for the new
3:05 | Amazon robotics location warehouse
3:08 | Surface Road and to maintain the overall
3:11 | reliability of electric service within
3:13 | the town. So, some specific project
3:16 | details. Uh the project work well
3:19 | actually if you uh go through some of
3:21 | the additional slides, there's some
3:23 | photos of the temporary substation and
3:26 | what it looks like currently
3:30 | as well as the intended design of the
3:32 | project.
3:34 | Um so what the project scope entails is
3:36 | a approximately a 49,300 foot substation
3:40 | yard uh which will include um related
3:44 | equipment facilities and a control house
3:46 | building that's about 840 square ft
3:49 | sorry 864 ft. Um that is just there to
3:53 | house some of the equipment protected
3:55 | from the weather. Um some chain link
3:57 | security fencing which is national grid
3:59 | standard. um 8 ft with one foot of
4:01 | barbed wire for security purposes. Um an
4:05 | approximately 750 foot extension of the
4:07 | existing gravel access driveway to
4:09 | access the new permanent uh substation.
4:13 | Um a retaining wall, bathroom structure
4:15 | for the employees that are there. Um
4:19 | various underground systems, storm water
4:21 | and drainage facilities. Um because this
4:24 | will continue to be an unmanned
4:25 | facility. Um we don't anticipate any
4:28 | impacts to noise traffic like as a
4:31 | result of the project. Um and then just
4:35 | for some background information uh we
4:37 | have been in constant communication with
4:39 | the town about this project with the
4:41 | buddies who are actually here tonight
4:43 | about this project and will continue to
4:45 | do so and are happy to answer any
4:49 | questions as stage but we are still
4:52 | working through some of the comments.
5:04 | Latest from July 15th
5:08 | here
5:22 | have more copies of these
5:36 | Yeah, I mean you want copies for
5:38 | everyone.
5:41 | Yeah, we'll make copies. Well, we want
5:43 | to see we used to have
5:47 | no
5:47 | packets.
5:50 | Okay.
5:56 | Well, she's getting
5:58 | it.
6:01 | Um, this is also to support country
6:04 | growth.
6:06 | What do you expect for future growth?
6:09 | More renewable energies or
6:13 | it continues to snow the snow street.
6:19 | There's two substations in the area.
6:22 | street substation and there's the hill
6:24 | substation
6:26 | and so future growth can you give us any
6:30 | idea
6:31 | I don't have the numbers off the top of
6:32 | my head we have plenty of applicants
6:34 | that are applying to
6:37 | build um they're in study right now but
6:40 | I don't have anything
6:44 | it would be building that would be
6:46 | connecting into the new substation yes I
6:48 | don't know exactly where they would be
6:55 | because we're [clears throat] being
6:56 | approved by renewable. So,
6:59 | um it's nice to know what's coming down.
7:03 | Now, originally when Amazon came to the
7:05 | town, we had asked if they were doing
7:07 | solar and they said not at this time and
7:10 | now because they weren't prepared for
7:12 | the energy needs,
7:15 | we're building more substitutions for
7:17 | them. So, it's unfortunate that Amazon
7:20 | didn't also
7:23 | become like states pushing. So
7:30 | pretty much anybody can tie in this
7:34 | um meaning that if there was another
7:36 | another fund
7:39 | facility this is another opportunity
7:41 | then additional fund.
7:51 | Where's the temporary substation
7:54 | on the map? It's south.
7:57 | It's right up north, right? Yeah, it's
8:00 | it's south of the solar array.
8:02 | Solar
8:06 | unit,
8:08 | the cleared area.
8:11 | Does that substation go all the way? Is
8:14 | it connected to the Carpenter Hill
8:17 | substation? Now that temporary port,
8:20 | so the temporary one is connected in
8:22 | through our W123
8:24 | uh transmission line.
8:25 | Yeah.
8:25 | The W123 runs from Still Street to Cover
8:28 | Hill substation.
8:29 | Yeah.
8:29 | We're going to be tapping E173 which
8:32 | runs parallel to the W123
8:35 | and also goes from street to Hill.
8:37 | So you're using W123 right now
8:41 | currently for the for the temporary.
8:43 | Yes.
8:43 | And you're disconnecting that? We will
8:45 | disconnect it in the future after this
8:47 | new permanent is online
8:49 | and use one.
8:51 | Correct.
8:54 | This is
8:59 | 15 vol
9:03 | which is 173.
9:05 | Correct.
9:14 | What's the 132? What's the slash? Drop
9:18 | it down to 13.2.
9:19 | Yeah. And then it distributes,
9:22 | correct? Yeah, it steps down. Yeah. So,
9:24 | you take in on the high on the 115, then
9:26 | it steps it down to 13.2.
9:32 | You said this is going to be an unused
9:33 | station,
9:35 | correct? Correct.
9:36 | Will there be any security around this
9:39 | at all? Do we need security around this?
9:42 | The uh typically the so the 8 foot high
9:45 | up fence with the one foot of barge wire
9:48 | there's gates just a substation which
9:50 | will be blocked unless there's
9:52 | maintenance coming. Um, in my
9:54 | experience, there hasn't been any major
9:56 | further.
9:57 | I mean, you know, like because anybody
9:59 | could come up with a set of wall
10:00 | cutters, whether it's an 8 foot high or
10:02 | a 20 foot high or 3 foot high to get in.
10:06 | I'm not picking at it, but I'm just
10:08 | wondering,
10:09 | you know, this is coming in. Should
10:12 | there be also security, you know, should
10:14 | be a security company watching over
10:17 | something.
10:23 | No.
10:24 | Have you had problems with any of the
10:26 | other substations?
10:27 | No.
10:34 | So the the other substations that are in
10:37 | the areas and carbon hill are also unb
10:42 | Sure.
10:45 | I think if there was a need for it, we
10:47 | would certainly want to ensure our
10:49 | equipment.
10:51 | very dangerous.
10:57 | Excuse me. Did I interject?
11:01 | So, we look AC right under it on Snake
11:03 | Hill. We live right across the street
11:04 | and we always keep a close eye on the
11:07 | premises.
11:08 | So, we're just going to we just the
11:10 | typically what we do is we let the board
11:11 | ask questions and then we'll we'll open
11:13 | it up and all the public can make as
11:14 | many comments as as they want.
11:17 | Um,
11:22 | not that we don't want you to ask
11:23 | questions.
11:26 | Madam Chap, do you have a
11:28 | decommissioning plan for this site? It's
11:32 | not part of what we've submitted right
11:35 | now, but the decommissioning plan would
11:36 | be after the permanent substation is
11:39 | fully built and commissioned, we will
11:42 | then take an outage to be able to cut
11:44 | over the old into the new. Decommission
11:48 | the old. Right now, the old one has a
11:52 | block wall, retaining wall that's called
11:54 | holding up the substation
11:56 | fenced in. They're going to remove
11:58 | everything, leave the
12:00 | compound itself with the fence,
12:03 | but otherwise everything will be removed
12:05 | as soon as it's permanent.
12:07 | Why leave the compound with the fence?
12:09 | Sorry.
12:10 | Why leave the fence up?
12:12 | Um, not restore to potential potential
12:15 | storage for for other projects or for
12:17 | for maintenance uh pieces with this
12:20 | project.
12:21 | I I seem to recall that that the plan
12:23 | was to completely remove it according to
12:26 | the
12:28 | substitution and I thought it was going
12:29 | to go back to the settings what I
12:31 | remember but we can look that site make
12:34 | sure
12:35 | yeah I don't know if the plan was to
12:37 | complete or remove it
12:38 | I can look into it
12:41 | will you pull the um the temporary the
12:45 | paperwork from the temporary ones um not
12:47 | not right now but for the next meeting
12:48 | so we know what the what the
12:50 | commissioning details are and stuff.
12:52 | Thank you.
12:55 | Um so Are you continuing to lease or own
12:58 | the temporary substation property?
13:03 | New England Power owns the whole
13:05 | Yep. The whole the whole lot. So there's
13:06 | no lease.
13:07 | Yeah. So you're continuing to own it. So
13:11 | do something else there.
13:13 | Correct.
13:16 | Do you have a um decommissioning plan
13:20 | for the new substation? Can we get a
13:23 | decommissioning plan for the new
13:24 | substation?
13:26 | to to remove the substance.
13:27 | Yeah. What's the
13:29 | substance?
13:33 | Oh, I I have to get back to you on that.
13:35 | I don't think it's been considered that
13:37 | we would ever approve it.
13:38 | Yeah. Just
13:41 | Yeah. I mean, we we typically have um we
13:44 | do asset condition reports to determine
13:46 | the um the life expectancy of equipment
13:51 | after it's been commissioned. Um, and we
13:54 | typically don't decommission the whole
13:56 | substation. We um replace failing
14:00 | materials before they're going to fail
14:02 | and it turns into an emergency. Um, so I
14:06 | I don't think we have necessarily a
14:08 | decommissioning plan for the permanent,
14:10 | but we definitely have maintenance that
14:13 | happens and they try to determine, you
14:16 | know, does anything need to be fixed?
14:18 | Yeah.
14:22 | How about I mean do we should we
14:24 | entertain uh conditions on storage of
14:30 | old equipment or
14:33 | removal
14:34 | replace equipment instead of
14:38 | so it's not going to end up being a junk
14:40 | I don't think we've done that before and
14:42 | I don't see problems with any of the
14:45 | other you know that's that's usually
14:47 | recyclable material
14:52 | Um
14:55 | question.
14:58 | Um how much how much of is left to do
15:01 | for the grace report to satisfy that?
15:03 | How long do you think it's going to take
15:04 | it to get everything you need for
15:08 | oh the the peer review report for this
15:09 | project? Yeah. Um, I mean, I I don't
15:13 | want to speak for the the entire civil
15:16 | team, but I didn't I don't think we
15:18 | identified any glaring issues with it
15:20 | upon our review. It's just a matter of
15:21 | providing the civil plan updates. Um,
15:24 | like a a sheet showing the lighting, uh,
15:28 | the landscaping, which is mostly
15:30 | [snorts] just like receding of of the
15:32 | substation. Um, so items like that, the
15:35 | more cleanup items that we just have
15:37 | time to address for this meeting. But,
15:40 | um, I think we're we're hopeful that by
15:42 | the next meeting, we'll have a clean
15:43 | fill out.
15:44 | Okay. I'm looking at it now. So, most of
15:46 | it's been acknowledged by by Graves and
15:49 | just
15:52 | I have a question again. I'm sure the um
15:55 | looks like it's twice the size of the
15:57 | temporary. Is that correct?
16:00 | Just by the I'm looking at the your
16:05 | This this new substation here is going
16:07 | to be just under 50,000 square feet. I
16:09 | don't know what the split is of the
16:12 | temporary substation.
16:13 | It's it is fairly small.
16:16 | Um and you own the whole parcel.
16:20 | Um what keeps happening in town is um
16:24 | wildlife fragmentation as we're taking
16:26 | large tracks of land,
16:28 | removing all the trees and fencing it
16:30 | in. So everybody's complaining bears all
16:33 | over, but again, is there any way
16:38 | to maybe designate some open space that
16:40 | you're not going to expand upon to kind
16:44 | of help the town keep some kind of its
16:46 | charm of wildlife and healthy corridors?
16:52 | So I know generally speaking u we are
16:55 | the company is subject to um like safety
16:58 | codes regulations that kind of prevent
17:01 | us from committing certain things. You
17:03 | know we certainly wouldn't want to
17:04 | encourage people to walk through the
17:07 | property.
17:08 | Yeah.
17:10 | Um
17:11 | otherwise I'm I I have concerns that
17:14 | there's going to be build out from there
17:17 | all the way to room 20 because there are
17:18 | some large parcels and some the state
17:21 | owns the building rights on some. So
17:24 | my understanding is that there are some
17:26 | challenging wetland um on this property.
17:30 | We have a conservation hearing tonight
17:32 | actually um that we're going through
17:35 | that process. I don't know if it's
17:37 | usable. I know as a general practice we
17:40 | don't like to say that we'll never do
17:42 | it.
17:45 | We don't like having things forced to we
17:48 | would be right back here before you
17:50 | again if we were to expand. So you would
17:52 | have the opportunity at that point.
17:59 | Is this a retain in front uh between you
18:02 | and the solar field?
18:05 | Yep. That's a retain wall on the fence.
18:08 | And just that any other retaining wall
18:11 | around the property or just that one
18:12 | between you and the solar?
18:14 | Uh that's definitely the most
18:15 | significant one. Um there might be
18:18 | depending on where the design goes. A
18:21 | couple more this area here. Um but more
18:25 | of a head head wall.
18:26 | Yeah.
18:29 | Uh yeah.
18:32 | Um yeah. So we're working through um
18:34 | working through that design now. So
18:36 | don't have the final answer there but um
18:40 | it will definitely involve some sort of
18:41 | this is for the temporary
18:43 | but it should be less significant than
18:46 | well this is what the original
18:54 | Y this is for the temporary
18:57 | temporary substation this is a follow on
19:02 | what is on station currently temporary
19:05 | most recently received
19:08 | this month July
19:14 | you don't have a copy of the grace sheet
19:15 | the latest
19:16 | for the phase three I don't have a copy
19:19 | on
19:21 | this is just a completion
19:22 | is that the completion review of uh the
19:26 | final completion review number two
19:28 | for the temporary
19:30 | so that's going on at the same time
19:32 | we're um you know we're working on
19:34 | closing that one out. I think the only
19:36 | remaining uh item is the rain garden,
19:40 | but we're working as
19:47 | Sorry, I wish I had it with me, but we
19:50 | haven't really had the opportunity to
19:52 | have a full response to those.
19:54 | You just consume it.
19:55 | Yeah, I mean,
19:57 | well, we can get some input from
19:59 | So, let's take some um Are we all Do we
20:01 | have any more questions from the Let's
20:04 | take some audience questions, comments,
20:06 | concerns. Um,
20:09 | name.
20:11 | Yeah. And just when you speak, just
20:13 | please let us know your name and your
20:15 | address for the record.
20:17 | Rain and Kendra underw
20:21 | State Hill Road. Um, we've lived through
20:24 | the solar project and the temporary
20:27 | project in 2023.
20:30 | Not that we like change, but we've got
20:32 | to say that for has been a good
20:34 | neighbor. They've been very considerate
20:37 | of um things that are happening when the
20:41 | road's going to be closed and and we
20:43 | appreciate that.
20:46 | So, as as much as we hate to see the
20:48 | wildlife disturbed,
20:50 | we have to go with the change.
20:53 | I mean, honestly, I haven't we haven't
20:54 | seen the graves report, so I can't we
20:56 | can't talk about this screening or what
20:59 | what have you guys seen. Um I don't I
21:01 | don't have anything yet, but we we go in
21:03 | the future so we can see what what you
21:08 | appreciate that that um that you're kind
21:11 | of overseeing too. I mean
21:13 | it's hard to see the change but um
21:15 | they've been very very considerate.
21:21 | Any other questions?
21:24 | So
21:27 | I don't have a very so I don't know if
21:29 | what's open but when do you want to come
21:31 | back?
21:32 | Uh the next available meeting in August
21:35 | the 19th I think.
21:38 | So
21:39 | do you do you have um the amount of
21:42 | clearing that you're going to do? It's
21:43 | tough to tell from these
21:45 | the uh limit of disturbance.
21:46 | Yes. Yes. Is it
21:50 | more?
21:51 | It's a It's a bit small on the plan, but
21:53 | it's also on here. It's
21:54 | okay.
21:55 | A little over 150,000 square ft of
21:58 | disturbance.
22:00 | Okay.
22:00 | Yeah.
22:02 | Isn't all tree clearing?
22:08 | I was just kind of uh curious what the
22:11 | visuals would be like from from Cap Hill
22:13 | or or
22:16 | Yeah. I mean, I want to see what our
22:18 | like what any others are seeing and make
22:20 | sure that they're not looking at a big
22:22 | building or anything like that. So, we'd
22:23 | like to if so, we would want some
22:26 | screening and stuff, but it
22:27 | it does look like it's deep into the
22:28 | woods. Just
22:29 | it's very far back. It's I mean, we're
22:32 | extending it from where it is now,
22:34 | basically an extra 750 ft in. So, it's
22:37 | going to be pretty far away. The only
22:39 | building is going to be that control
22:40 | house, which is only
22:41 | 24 ft in height. Just clearing for the
22:44 | the access not around the access,
22:46 | right?
22:48 | How high it goes.
22:50 | That's a good question.
22:52 | I believe the terminal structure might
22:55 | be 50 ft. Not sure. So, so we can get
23:01 | back to you.
23:02 | I know there's one expansion going on
23:03 | now where in some spots, some of the old
23:06 | wooden ones, they're going up 25 ft.
23:09 | So, just for the neighbors to know
23:13 | how far lighting or anything like that.
23:15 | I just haven't I typically we see a plan
23:19 | or something. We kind of did this a
23:22 | little bit off day. Um so we'll be more
23:25 | prepared for the next meeting. Um,
23:30 | we'll be able to go through Graves
23:31 | comments in
23:34 | one of the missing items from the GRE
23:36 | report was having like some form of
23:38 | lighting sheet that shows what it is,
23:39 | but it's going to be like typical cast
23:41 | lighting like for the substation itself
23:44 | like the substation here. It's not going
23:45 | to be like holes everywhere.
23:51 | So when
23:54 | August 12 make a motion to continue the
23:57 | applications for a New England Power
23:59 | Company site planill road to the 12th of
24:02 | August.
24:03 | Second
24:11 | we're going to do
24:19 | Oh, you're
24:21 | I just have my notes.
24:30 | Take care.
24:41 | Do I have a notice for the
24:47 | put
25:00 | in section 25.13
25:03 | and 27.2
25:06 | dialogue. public will hold a public
25:08 | hearing on Wednesday, July 15th, 2026 at
25:12 | 6:35
25:14 | p.m. in the cleaning boat office with
25:16 | George King Street building 37 Main
25:18 | Street and Mass on the application of
25:20 | Elliot Berling sign
25:23 | 96 number six road 57 for approval of
25:28 | one proposed reduced frontage lot
25:30 | totaling five five acres to construct a
25:33 | single family home on said lot of AF
25:36 | Putinham um child mass assess map 70
25:39 | block 8 lot 8.5 8.6
25:42 | and 15 said property is zoned
25:45 | agricultural. Copies of agree permit
25:48 | application are available for inspection
25:50 | at the planning board and town clerk's
25:52 | office during regular business hours.
25:56 | How you doing?
25:58 | Jason Newboy, DC engineering and survey.
26:00 | Um I do have new plans. Basically, we
26:03 | talked to Dylan yesterday and um Kurt
26:07 | informed us that at the May change
26:09 | setback.
26:11 | Um just changed that on the plan. It
26:13 | showed a um 30 foot signed
26:28 | line.
26:30 | Yep. And then the 200 road.
26:33 | Um also this this did go to Graves
26:37 | and they had a couple of comments.
26:42 | One was to just show proposed house
26:44 | location. Uh the note about the lot
26:47 | can't be further subdivided.
26:49 | And then you just had a question about
26:50 | the the requirement note that we had on
26:53 | there.
26:57 | Okay. Thank you.
26:59 | But basically, um, they're cutting out
27:02 | the lot where the house is now, which I
27:04 | believe is 93
27:07 | and they're going to have 5 acres
27:08 | remaining with the 50 foot minimum
27:12 | frontage
27:14 | and the access strip is 163 ft, which I
27:17 | believe it can be up to 600.
27:24 | That's 75 ft here.
27:28 | Uh, yes.
27:30 | Actually, there's another little strip
27:32 | of 12, too.
27:35 | So, there's like Yeah, there's like
27:36 | almost 90.
27:42 | What's it WC?
27:44 | Uh, what's the
27:49 | That's not a property.
27:52 | It's just a
27:53 | Yeah.
28:00 | Is that
28:01 | utility?
28:07 | Yeah. Yeah, that is right in front of
28:08 | us.
28:12 | But that won't drive.
28:14 | Yeah.
28:22 | So, did you say that 93 was going away?
28:25 | Is that
28:26 | That's that's on the Yeah, that Yeah.
28:28 | So, we did an ANR on this like maybe a
28:31 | month and a half ago because in the back
28:33 | that lot 99.1 was added to this whole
28:36 | thing to make this so that it' be 5
28:37 | acres. Um, but now yeah, they're cutting
28:40 | out the house which I think the house is
28:41 | about ready to
28:42 | go to market at this point.
28:45 | Okay. Yeah. Well, I got
28:47 | this was added from the neighbor
28:50 | to this piece and they get to 5 acres.
28:54 | get over here.
28:55 | Yes.
28:56 | Yeah.
28:57 | Yeah. That farm is the minimum area,
28:59 | but it's not that
29:01 | it's on a contract as a purchase and
29:03 | sale. Okay.
29:04 | Yeah. All right.
29:05 | But they don't it's kind of contingent
29:07 | on this on this because they're not
29:08 | going to buy it if they
29:10 | So they haven't done an ANR to split
29:13 | this out yet.
29:14 | Um well, it would all be done like on
29:16 | this plan.
29:16 | Okay. So this is Okay.
29:19 | Which split that one out.
29:23 | There's two things that's happening.
29:24 | They're splitting this lot off of this
29:26 | and creating
29:27 | one as well.
29:32 | Yeah,
29:37 | that's another that's a separate parcel
29:39 | owned by the same person in front
29:42 | of that in that piece.
29:44 | It's just a landlock piece.
29:51 | Yeah.
30:05 | [clears throat]
30:10 | Any questions?
30:16 | Other questions?
30:22 | Make a motion to approve the uh reduced
30:25 | frontage lot for early game
30:32 | number
30:33 | one.
30:36 | Second.
30:45 | You want to sign the mail?
30:46 | Yeah, we can come back tomorrow.
30:50 | We can
30:52 | do it. I mean, unless you really want to
30:54 | come in here and visit the planet,
31:04 | we'll walk
31:06 | around.
31:20 | You want to get it?
31:30 | I didn't want to catch
31:35 | you already.
31:36 | Yes. Thank you. I think that went around
31:39 | first.
31:40 | Thanks.
31:53 | for you. Okay.
32:14 | Perfect.
32:28 | Thank you.
32:29 | Good night.
32:43 | We have session to local birth report.
32:46 | I will we are um
32:49 | we have a continued public hearing for
32:52 | um Hayden Enterprises
32:55 | uh LLC for the special commit for the
32:57 | proposed gas station um convenience
33:00 | store located on Wester Road.
33:07 | Yes, you meet with
33:29 | Okay. Uh, good evening, uh, madame
33:31 | chair, members of the board. For the
33:33 | record, my name is Al Cuba. I'm a
33:35 | consulting engineer with offices at 112
33:37 | State Road in Dartmouth, Massachusetts.
33:40 | This is our second time here. security
33:42 | call back in June on June uh 17th we
33:46 | came to this board. It was the first
33:48 | meeting and I as I indicated at that
33:50 | time it was kind of an introductory
33:52 | meeting to introduce the project and get
33:54 | some feedback from the neighbors and and
33:57 | the residents. Uh so just a quick recap
34:01 | uh I know you have a new uh planner and
34:05 | also you have a monthly hearing tonight.
34:08 | just take a couple minutes just to walk
34:10 | you through the projects uh and also
34:14 | bring you up to speed to what happened
34:15 | between the last meeting and and and and
34:19 | tonight. So, basically, we're here for
34:21 | the uh proposed gasoline filling station
34:24 | with a convenience store and drive-thru
34:26 | with five residential units on top. And
34:30 | the project is located at the
34:32 | intersection of Worcester Road and Old
34:34 | Worcester Road. I do have an aerial
34:36 | mapping here showing also the
34:39 | surrounding uh residents and I have some
34:41 | distances too because I was here last
34:43 | time and I know that some of the
34:45 | residents were here that were concerned
34:46 | about this project.
34:48 | Uh so the the the uh
34:50 | can I turn this towards the camera?
34:52 | Oh, absolutely. I'm not sure. I think
34:54 | that's what I did last time but
34:56 | just
35:00 | beautiful. You should see this
35:03 | watching TV.
35:05 | This is this is the site. So the site is
35:08 | is is located in the community business
35:11 | and it's about 4.7 acres. Uh most of the
35:15 | 2 and 1/2 acres in the front was uh
35:18 | graded and uh and uh uh uh associated
35:23 | with the gravel operation on sites which
35:26 | has been going on for decades. I believe
35:29 | uh access to the site is via existing
35:32 | gravel driveway from older road. Uh as I
35:37 | had indicated before about 2 and a half
35:40 | acres of the site um were disturbed. Uh
35:45 | the uh uh the proposal is for the
35:47 | gasoline station as I indicated last
35:50 | time too a gasoline filling station is
35:52 | allowed use as of right in the district.
35:55 | We're here for the drive-thru, special
35:57 | permit, and the mixeduse with the
35:59 | apartments on the second floor. Uh, let
36:02 | me just quickly go through some of the
36:04 | concerns that the residents had at the
36:07 | last time. I think they were concerns
36:09 | about lighting, concerns about
36:11 | screening, concerns about noise,
36:13 | concerns about environmental. Uh, so
36:17 | with this sketch, I could tell you that
36:19 | the closest resident to this is about 44
36:23 | 450 ft. This guy is for 580 and they all
36:27 | numbered the addresses. This guy is 525.
36:31 | A big portion of the of of vegetated
36:34 | area separates the project from the
36:36 | residents, but I understand we're not
36:38 | here winter time and we lose this. So we
36:42 | we we propose to
36:45 | uh
36:50 | provide and I sent the memo to the to
36:52 | the board last to the planning board
36:55 | last time. I'm not sure if you got my
36:56 | memo, but basically what we've proposed
37:00 | to shield the residents from the
37:02 | activities on site. We propose a fence
37:05 | all along the the south and the east of
37:09 | the of the property. It's going to be 6
37:12 | foot high um wood fence, cedar white
37:16 | cedar fence. We do have a small retainer
37:20 | wall in the back in order to not to do
37:23 | any grading within the uh buffer of the
37:27 | wetland and also we have guardrail we
37:31 | have some planting arboritis in the back
37:34 | behind the fence. So, we understand in
37:36 | the winter time you lose the the the the
37:38 | the
37:40 | buffer with the leaves and so at least,
37:43 | you know, they're concerned about the
37:44 | lighting and people turning with the
37:46 | drive-thru and so that's not going to
37:49 | happen. Uh, also there were concerns
37:51 | about the lighting from the gas station.
37:53 | I would just indicate that at the last I
37:57 | think with this package and the last
37:58 | package we did submit the photoometric
38:01 | uh uh projection of the project there'll
38:04 | be no spillage of light on adjacent
38:07 | properties or streets. We comply with
38:09 | the zoning bylaws. Uh there was concerns
38:11 | about the traffic. Also, I do have the
38:14 | traffic engineer here tonight and I will
38:16 | leave it up to the traffic engineer, but
38:18 | the traffic engineer was working with
38:20 | your traffic engineer and I'm not sure
38:21 | if your traffic engineer is here
38:23 | tonight. I I'm hoping Okay, great. So
38:25 | they can I'm yeah I think I believe most
38:28 | of the concerns been addressed but they
38:30 | can they can uh uh
38:34 | uh confirm that uh the uh
38:38 | uh traffic lighting environmental uh
38:41 | there was also concerns about uh uh the
38:46 | uh environmental and I indicated last
38:49 | time that you know all the tanks would
38:50 | be double wall tanks [clears throat]
38:52 | with 24-hour monitoring and also on the
38:55 | on the storm water uh system. We do have
38:58 | installed in emergency valves in case
39:00 | there's a large spill on site that those
39:03 | valves can closed off and then will
39:06 | prevent any any
39:08 | oil from going either into the ground or
39:11 | the uh and just to let you know also the
39:14 | all the catch bases on site are are
39:17 | equipped with with oil water separators
39:19 | and they have a 4ft sump. are each
39:22 | something hold about 350 to 400 gallons
39:25 | of gasoline in case there's a any any
39:29 | spillage on site. Uh we do have also you
39:33 | probably have your report from the civil
39:36 | peer review. Uh at the first excuse me
39:39 | the first submission I think there was
39:41 | about maybe 46 comments.
39:44 | Not all the comments are addressed.
39:45 | [clears throat] there's still some com
39:46 | comments open but I would say 75 to 80%
39:49 | of the comments were addressed and we
39:51 | anticipate to resolve all the rest of
39:53 | the comments at the next submission.
39:55 | Uh also there was a concern about the
39:57 | water system and and because of the the
40:01 | residents were concerned about the
40:02 | pressure I did a uh schedule a pressure
40:07 | test and it's it's on the 21st at 9:00.
40:11 | So based on that
40:13 | from the hydrant
40:14 | from the hydrant. Yes. At the the
40:17 | hydrant at the end of uh
40:21 | old wuss.
40:23 | Yeah. Because this is where we're tying
40:24 | to the line. So depends on the on the
40:27 | pressure test results. If we don't have
40:30 | good pressure, the pumps are gone. We're
40:34 | not going to have that. So that's not
40:35 | going to be a concern. We we take safety
40:38 | very we don't take it lightly.
40:41 | We understand and uh
40:42 | what what pressure are you looking for?
40:44 | What's the requirement?
40:46 | I I think normally it's normally 40 40
40:49 | PSI is the minimum that most of the
40:51 | state and towns go by. But I I it's not
40:54 | my specialty. I hired the mechanical
40:56 | engineer. He's going to do this test and
40:58 | he's coordinating with the fire
41:00 | department. So depending on that, if we
41:02 | have a good pressure,
41:04 | we'll keep the promise. We don't have
41:06 | good pressure. I think we probably take
41:07 | those out. Right. Uh and again uh uh the
41:14 | uh
41:16 | uh we'll be complying with all uh there
41:20 | was few comments that were left open to
41:22 | the fire department and I think the
41:24 | traffic engineer will will speak to that
41:26 | and mass DOT because as you know route
41:29 | 20 is under jurisdiction of mass DOT so
41:31 | if there's any changes on on the traffic
41:34 | uh patterns or any changes to the curb
41:37 | cuts We will have to come back to the
41:39 | support with the revised place.
41:41 | Do you have any feedback from Mass Dot
41:42 | yet?
41:43 | Uh not yet with Mass Dot, but uh you
41:45 | know ultimately Massdot will not act on
41:48 | the application until we have all the
41:51 | local approval. So we can probably uh
41:56 | uh condition
41:59 | um in the is there a slow down lane to
42:02 | turn into the curb cut or to turn into
42:05 | the facility or
42:06 | not at this time but this is going to be
42:08 | reviewed. I think this is will be part
42:09 | of mass DOT review. So
42:12 | I mean that is a lot of heavy traffic
42:14 | along there and
42:15 | to get traffic slow traffic out of the
42:17 | way to turn it would
42:19 | right and I think the traffic
42:21 | consultants probably best answer this
42:23 | question but I think it's that would be
42:25 | reviewed under the the curbcut the
42:27 | location of the driveways this you know
42:29 | confirming the site distance and the
42:31 | speed and the width and you know all
42:34 | that will probably be reviewed by Mass
42:36 | or whoever has juris jurisdiction over
42:39 | the
42:41 | Uh at this I mean at this time I would
42:43 | like to answer any questions but uh as I
42:46 | indicated the traffic engineers here too
42:49 | and he would be able to answer any
42:52 | questions.
42:53 | Can we [clears throat] um I don't think
42:55 | we've seen the report the traffic report
42:57 | or or is there something you can you can
42:59 | talk about?
42:59 | Sure. Um just by way of introduction I'm
43:02 | Bob Misho. I'm the managing principal of
43:05 | MDM Transportation Consultants. We've
43:07 | done a number of reviews through the
43:09 | years for Charlton and so we've uh
43:11 | conducted a thorough review of this
43:13 | project. Uh we've suggested additional
43:16 | information and analysis which has been
43:18 | provided to us. Um I don't need to go
43:21 | through point by point but I'll hit the
43:23 | highlights. Um
43:25 | we uh we've cited and Mr. Chu has
43:28 | correctly pointed out that the driveway
43:30 | designed and orientation will be subject
43:32 | to mass DOT review. Um it is Masio Key's
43:36 | preference to have um as few driveways
43:39 | as possible on State Highway. Uh and so
43:42 | at in part of our earlier commentary,
43:45 | [clears throat] we inquired about the
43:47 | status of this connection, this gravel
43:49 | path to Old Worester Road, which uh
43:52 | would allow, if it were formalized, um
43:55 | [clears throat] one means of getting to
43:56 | the signal to be able to make a left
43:58 | turn in particular. Um I suspect DOT
44:02 | will ask the same question. Uh but our
44:04 | understanding of the plan is that that
44:07 | uh will remain a gravel way uh for
44:09 | emergency egress or access purposes. Um
44:14 | we would defer to the fire department on
44:16 | their specific requirements for the
44:17 | gravel path if it's to be used for that
44:20 | purpose. We want to make sure that the
44:22 | structural loads, the H20 loading that
44:24 | is required is is met for that gravel
44:26 | way. And we would discourage the use of
44:29 | the gravel way by uh suggesting that it
44:31 | be gated on the old West Wister Road
44:33 | side so that it's not confusing for
44:35 | anybody. Uh you know, no one um suggests
44:39 | that might be used as a shortcut. Um so
44:42 | that that remains kind of an open issue,
44:43 | but um I think as the driveways have
44:47 | been most recently modified, um it does
44:50 | partially at least dress address some of
44:52 | our initial comments. Um we noted that
44:56 | in the initial [clears throat] design um
44:58 | the driveways were intended to be enter
45:00 | only on the west driveway and exit only
45:02 | on the on the east driveway. And because
45:05 | of the orientation of the signal, we
45:07 | were concerned that the easterly
45:09 | driveway uh would require that vehicles
45:12 | get to the so-called U-turn lane uh to
45:15 | cross over several lanes in a rather
45:17 | short distance, particularly because the
45:20 | queueing from that signal goes back to
45:21 | 250 ft. Um, and so the design change
45:25 | that was made was to convert the
45:28 | westerly driveway to a right and right
45:29 | out. So it afforded the ability for
45:31 | somebody to make that turn further
45:34 | downstream and and and um we we
45:38 | acknowledge that that's a benefit. Um
45:40 | the commentary that DOT might have on
45:43 | that is that the width of the driveway
45:46 | because it's designed for those larger
45:48 | WB67 sweeps is very wide. Um, and it
45:53 | would encourage higher entering speeds.
45:56 | Um, and because you've got a mix of
45:59 | traffic, uh, people who may be living
46:01 | here getting to the driveway or leaving
46:04 | from a pump to get to the driveway,
46:06 | crossing over those [clears throat]
46:07 | higher speed volume vehicles.
46:09 | Um, there's u a potential that DOT would
46:13 | request that the width of the driveway
46:16 | be tightened a little bit and there are
46:18 | ways to do that. Um there's score
46:20 | concrete mountable features that could
46:22 | be introduced that still allow for the
46:24 | larger sweep but encourage passenger
46:27 | vehicles to to be more careful if they
46:29 | come in. Um so we're we're deferring u
46:33 | to mass DOT's ultimate determination
46:35 | here. Um, I think the the access as it's
46:38 | laid out is reasonable
46:41 | um subject to additional changes that
46:43 | DOT will most likely ask for. Um, as it
46:47 | relates to circulation, we just want to
46:49 | make sure that the fire department um is
46:51 | comfortable with um the vehicle type
46:54 | that was used, it's a 48 foot long uh
46:57 | tower vehicle. I believe it's
46:59 | reasonable. Um it does show that it has
47:01 | adequate ability to get into and out of.
47:04 | Um the one concern really relates to
47:07 | wintertime conditions is the snow
47:09 | storage. It's not typically something
47:11 | that we comment on uh because we're
47:13 | we're kind of confined to access and
47:15 | circulation. Uh but the storage areas
47:18 | are actually contained within the paved
47:20 | areas of the site and they're rather
47:23 | narrow frankly. Um, so we're just
47:25 | questioning the practicality of certain
47:28 | snow storage areas, um, in the volume,
47:32 | the actual volume of snow that they
47:33 | could contain, uh, and whether or not,
47:36 | uh, there there might be a practical
47:38 | outcome of those storage areas kind of
47:41 | being larger than they're shown on the
47:43 | plan, uh, which could impair
47:45 | circulation. So, we're suggesting that
47:47 | there be a snow management plan here so
47:49 | that snow be removed from the site to
47:51 | the extent it has any potential in
47:54 | circulation. Um, and you don't want to
47:56 | have snow melt happening during winter
47:58 | time when these large uh, you know,
48:00 | masses of snow just freeze thaw
48:03 | situations happen. It's it's not ideal.
48:06 | Um, we understand the applicant can uh
48:09 | confirm whether or not there's any
48:11 | ability to have those snow storage areas
48:13 | on landscaped areas off of the paved uh,
48:17 | area. There may be some environmental
48:18 | sensitivities to that. I don't know. uh
48:21 | that that's this may be part of the snow
48:23 | management uh plan that we're suggesting
48:25 | we produce um as it relates to um other
48:29 | aspects to the project. They've
48:31 | addressed our series of comments related
48:34 | to adjusting trip generation and and
48:36 | distribution assumptions. We're
48:38 | comfortable with the analysis. We
48:40 | believe that there's ample capacity uh
48:42 | to accommodate this particular use as um
48:45 | a substantial number of the vehicles
48:47 | that would be using it are in fact it's
48:49 | known as pass by especially for the uh
48:52 | coffee component. Uh we did suggest
48:55 | formally designating uh resident spaces
48:58 | so that they're not parked by commercial
49:00 | entity use. They've done that. Um and uh
49:06 | uh you know as far as the drive-thru is
49:08 | concerned, they have ample on-site
49:10 | storage capacity for that queuing area.
49:12 | We do not expect it to influence the
49:15 | [clears throat] parking field. They
49:16 | believe they can stack at least 10 and
49:18 | perhaps closer to 12 vehicles around the
49:21 | periphery of the building in the
49:22 | landscape area before those vehicles
49:24 | would would have any influence on the
49:26 | circulation site itself. Um so uh
49:29 | generally uh you know they've been
49:31 | responsive to the comments but for those
49:33 | series of remaining questions uh and uh
49:36 | certainly uh you know anticipate some
49:39 | change to the driveways basically in
49:41 | place
49:42 | is it so as far as a slow down lane pull
49:45 | into that something DOT would
49:48 | um you know it's they in in very unique
49:51 | circumstances would require a
49:53 | deceleration lane uh for commercial
49:55 | properties along Route 20. It's not
49:57 | common.
49:58 | Um, but they may require uh what's
50:00 | called a transition taper. Uh, which is,
50:03 | you know, angling the curb radius in
50:05 | such a way that it facilitates a higher
50:08 | speed movement that gently decelerates.
50:11 | Um, the issue there is going to be the
50:13 | width of the driveway. You don't want to
50:16 | have this, you know, a vehicle coming in
50:18 | at 50 miles an hour slowing down to 30
50:21 | in in this kind of an environment. So
50:24 | that is a likely uh likely change that
50:28 | would see.
50:29 | So that's that's one of my concerns in
50:31 | that area. You do get some high-speed
50:32 | vehicles that are exceeding the limit
50:35 | there coming into that light. Now we do
50:37 | have a light there to slow people down,
50:39 | but that's a little bit before and it's
50:41 | it's always been a problem,
50:42 | right?
50:43 | And I'd hate to see something happen
50:45 | there.
50:45 | Yeah, it's we have you know we've
50:47 | designed many sites like this throughout
50:49 | the Commonwealth. Webster most recently
50:51 | actually had a very similar
50:53 | circumstance. Um, and what happened
50:56 | there is we've extended the island
50:59 | feature more in inbound to the site. So,
51:01 | it provided better separation between
51:04 | inbound and outbound vehicles. So, those
51:06 | types of changes could be things that
51:08 | DOT suggests as part of that
51:10 | modification to address that issue.
51:17 | This miss shot. There's a that's a
51:19 | controlled signal intersection to the
51:22 | right.
51:22 | Yes.
51:23 | How many feet?
51:24 | 600 something 700 ft down.
51:27 | Yeah. The driveway itself, the easterly
51:29 | driveway is 350 ft from where the signal
51:32 | is.
51:32 | Okay.
51:34 | Is there any possibility to make the the
51:39 | sole uh entrance and exit to the side
51:43 | street rather than 20
51:46 | to to exit cars onto the side street and
51:49 | then pull into the gas station?
51:51 | Uh well there's a couple of issues. I
51:53 | think I we we've responded to that
51:55 | comments. We looked at this. I mean it
51:57 | we like to have a side entrance. It
52:00 | helps us in the business too. But the
52:03 | problem is if you've been to the site, I
52:05 | mean we have an issue with the grades.
52:08 | We have a grades about 10% slope. So in
52:12 | order to make it work with heavy
52:14 | equipment, I mean heavy vehicles has to
52:17 | be large enough.
52:19 | So you're talking about impact to the
52:21 | wetlands and we have to deal with the
52:23 | storm water because we can't leave it
52:25 | gravel. Obviously it has to be paved.
52:27 | Sure.
52:28 | And then at the end what do we collect?
52:30 | We don't collect the water. We don't
52:32 | have enough root. We have to collect it.
52:34 | We have to treat it. You can't put a
52:36 | structure because basically you're right
52:38 | at the at the water elevation. So it's
52:42 | it's an issue for it's an impact on the
52:45 | wetlands. I have a meeting tonight with
52:47 | with the conservation and I was going to
52:49 | just test, you know, see what they're
52:54 | feeling about this too. But it has to be
52:57 | at least 24 ft wide or maybe 26 ft
53:00 | because of that kind of you know traffic
53:03 | and then uh it has to be paved and we
53:06 | have to deal with with uh you know I I
53:10 | think that was the recommendation that
53:12 | it was from Mr. Mishaw to do a a full
53:16 | exit full enter exit driveway here. That
53:19 | helped a lot with what we wanted to do.
53:21 | And again, you know, with
53:24 | we still have to go through a massive
53:26 | that side road is someone who uses
53:29 | anybody on this side of Hamilton uses
53:31 | that road all the time
53:33 | and it is um in the morning they if if
53:37 | that was an exit there'd be no way they
53:41 | they'd sit there because there'd be a
53:42 | line of cars trying to get all
53:46 | it wouldn't it wouldn't work. And then
53:49 | the just the visual part of when people
53:53 | turn from 20 onto that
53:55 | um onto older it you wouldn't you would
53:58 | you wouldn't get out. It wouldn't it
54:01 | wouldn't I can tell you from personal
54:03 | experience.
54:03 | No I mean with the revised place I I
54:06 | didn't mention this before but we do
54:08 | have the gates because that was actually
54:10 | one of the recommendation from the peer
54:12 | review. So nobody will would access from
54:15 | the public would be able to access the
54:17 | uh uh uh old wor.
54:20 | We certainly don't want people pulling
54:22 | up and going around in in the in the
54:24 | We do. We left it as an option for the
54:26 | fire department. If the fire department
54:28 | doesn't want doesn't need it, we'll be
54:30 | glad to just uh seat it and leave it
54:33 | there and you know put a gate at the
54:35 | bottom and nobody can access it through
54:37 | you. So really it's not uh for us it was
54:41 | more problematic with with with also
54:43 | with permitting because of the wetlands
54:46 | and because of the grades it would
54:48 | requires you know retaining walls and
54:52 | you know and impacted the wetlands and
54:56 | so what does the drive drive through
54:59 | support what type of business
55:00 | the drive-thru?
55:01 | Yes. uh would support I mean we don't
55:04 | have anybody yet in in mind but
55:06 | what's what's the intention in coffee?
55:09 | Yeah. Connect a coffee shop. Yeah.
55:11 | It's like what we do with every
55:13 | McDonald's or you know it's going to be
55:16 | fast food.
55:17 | Yeah. Yeah. I mean we have like 1100
55:19 | probably,000 square feet. This is
55:21 | typically what you see with every gas
55:23 | stations, you know, like a coffee shop
55:24 | and we don't have a tenant yet, but we
55:28 | usually do if we if we have the
55:30 | permitting rather than coming back to
55:31 | the plane board and we're here. So, you
55:34 | know, that's good. So, we can condition
55:37 | that to be
55:38 | absolutely
55:39 | in through the chair. How about
55:41 | operating hours? Is that something?
55:44 | I'm sure neighbors don't want to open
55:45 | it.
55:46 | No, this is not going to be a 24. I
55:48 | mean, I have my uh the hours will be
55:51 | probably 5:00 in the morning till maybe
55:53 | 10:00 at night.
55:55 | 11 or 11 or summer time, maybe 11 or
56:00 | Yeah. 11:00
56:01 | just in case
56:04 | 5 to 11.
56:06 | You also mentioned um some visual screen
56:09 | some on the [clears throat]
56:11 | south
56:12 | south side. It's not listed on any of
56:14 | the plants. You have a landscaping plan.
56:16 | Should I miss it?
56:19 | I see the
56:19 | Houston red. We have 25 of them on the
56:22 | first uh the uh
56:28 | it's on the on the land.
56:31 | Uh
56:32 | this is the landscape schedule, but
56:34 | there's nothing here.
56:35 | Uh I
56:37 | What's the date?
56:40 | I just know it was a concern of the
56:42 | above.
56:43 | Yeah. No, no, we we do have it. I don't
56:45 | know if you have the has updated plan.
56:49 | Uh my plan shows 30 25
56:52 | the eastern red seed.
56:55 | And what is the size at
56:58 | planting? Uh be 2 in I believe 6 to 8 ft
57:01 | high.
57:02 | Okay.
57:03 | Cuz as you know we takes a long time.
57:05 | I know. No, we know those are fast
57:07 | growing. You know we're we do this.
57:10 | Okay. Trust me. I know.
57:11 | And with the fence it's going to help.
57:13 | And the reason I didn't go with the I I
57:15 | I I wanted the wood because the wood
57:18 | drove this sound better. And as I
57:20 | mentioned, I think the closest resident
57:22 | to these to this speaker is about 450
57:26 | ft. So uh between the vegetation and the
57:29 | fence and you know I would we don't
57:31 | anticipate any he would probably you
57:34 | would hear the traffic from route 20
57:36 | before you can hear the the speaker from
57:38 | and also can be controlled too could be
57:41 | conditioned that you know you can't go
57:43 | over 65 dB or whatever the the zoning if
57:47 | you have a zoning bylaws for for sound
57:51 | we can comply if you don't have we
57:53 | comply with the state but we can
57:55 | definitely limit the hours on the the
57:57 | drive-thru
57:58 | condition and as I said as Mr. Misha,
58:02 | you know, all the recommendation with
58:04 | moving the uh this the snow storage
58:08 | areas or expanding that we don't have I
58:10 | mean that's not we don't have any issues
58:11 | meeting any of those
58:13 | conditions with the conservation that's
58:15 | the the snow areas in
58:18 | well they're outside the 100 foot
58:19 | buffer. So that's a you know you know
58:22 | but we can expand them outside the 100
58:24 | foot buffer and then we want to make
58:26 | sure the reason we like them in the
58:28 | pavement because they're being treated
58:29 | you know once you have them you know
58:31 | they're going through the storm water
58:33 | and you know they
58:36 | but again we can we can work with you or
58:39 | work with you know you know
58:43 | conservation
58:48 | never mind were there EV chargers. Uh
58:52 | uh we no that was a comment. We have uh
58:54 | we have couple of EV charger ready uh
58:57 | for we won't be installing probably the
58:59 | C you know but they'll be ready. We'll
59:01 | do all the yeah the installation around
59:04 | on the review. It doesn't say it says no
59:06 | charges.
59:07 | You may have the old uh you probably
59:09 | have the old uh because
59:12 | graves
59:13 | July 15th. Oh no. Uh
59:16 | code
59:24 | just
59:25 | we we do show a couple on the parking
59:27 | out though. I know we we did
59:31 | for the res.
59:33 | No no no.
59:40 | And there was a question there was a
59:42 | also a comment about the air machine. I
59:46 | think we added one too. So um
60:06 | yeah, I'm not I'm not sure. I don't I
60:08 | don't see I know we added couple
60:10 | station. But again, we have this is the
60:12 | second we have to address the comments.
60:15 | So,
60:16 | so that the two the stations to the
60:18 | right are diesel fuel. Is that
60:20 | Yes, those diesel, right?
60:23 | I'm trying to find it.
60:28 | Just get it today. It's
60:30 | Yeah, I did get them this noon time in
60:34 | the afternoon. So, I I just
60:37 | went through them fast and I we don't
60:39 | anticipate issues with I mean some of
60:42 | them are drafting errors or maybe typos
60:55 | I think we might want to consider maybe
60:57 | a decommissioning bond on this for the
61:00 | life of the project
61:03 | what we stand what we normally do
61:06 | [clears throat] um for
61:08 | I think It's up to the property owner to
61:10 | this isn't something that it's going to
61:12 | be a day.
61:15 | I don't think we've done that to any
61:16 | property
61:18 | that every
61:22 | business
61:33 | that was my mistake. You did add two.
61:36 | I thought we did, but I
61:39 | Graves said they didn't have them
61:44 | for air fill stations.
61:49 | Couple of things to
61:52 | that's just a a question.
61:56 | So I just wanted to make sure that it
61:58 | it's going to be added that it's on the
61:59 | plan. That's all.
62:04 | you're okay with the other comments our
62:06 | engineer has come up with to to satisfy
62:08 | these comments. I noticed some
62:10 | contingency on concom.
62:19 | Okay.
62:22 | And then board of health is separate. So
62:25 | the board of health
62:27 | we did the perk and they witnessed it in
62:29 | the past. So we don't see
62:31 | you know any issues. Good. Good luck to
62:34 | Tom and
62:37 | welcome back when any updates you have.
62:41 | Do we have any questions from
62:44 | the audience?
62:48 | questions
62:54 | road based on your experience and I know
62:58 | this is going to be DO's burden but
63:00 | coming over that hill would you foresee
63:03 | a benefit to advanced notification of
63:05 | the status of that light um that's often
63:09 | done in cases where you don't have
63:12 | visibility to the signal for for what
63:15 | it's essentially about 600 ft So, um,
63:18 | that's certainly something that could be
63:20 | raised with DOT as a question. Uh, it's
63:22 | the signal signal ahead indicator that
63:25 | you mentioned. [clears throat] It's
63:26 | typically an installation that goes over
63:28 | the highway on a mast arm and is
63:31 | activated so that you have advanced
63:33 | warning.
63:36 | And then if someone is lucky enough to
63:38 | get across those to get to the left hand
63:41 | turn lane, it's an existing lane long
63:43 | enough
63:45 | to to harbor enough vehicles
63:48 | the left turn lane.
63:49 | Yep. To reverse direction and also is
63:51 | the radius at the intersection that's
63:54 | presently there big enough.
63:55 | Yes. So, um there is what they call a
63:57 | bow out there currently uh to
63:59 | accommodate commercial vehicle U-turns.
64:02 | uh those exist at the industrial park
64:04 | road on one end and Carol Hill Road on
64:07 | the other. Um so th those are sufficient
64:09 | for that purpose. Um we expect that uh
64:12 | highspeed diesel refuel vehicles would
64:16 | exit this get to that U-turn position
64:19 | use that bulb to reverse direction and
64:21 | that's the intention of the design. Um
64:24 | the length of that lane is sufficient
64:26 | based on the capacity analysis. The
64:29 | concern that we raised was that um you
64:32 | know there's very little distance
64:33 | between where that driveway is and
64:35 | getting to that U-turn, right? There's
64:37 | only basically 100 ft or so uh to get
64:40 | over two moving lanes of traffic. Um so
64:44 | that will be something that DOT is going
64:47 | to be aware of and will likely comment
64:49 | on. Um, the applicant's, you know,
64:53 | current design at least partially
64:55 | addresses that by allowing an
64:57 | alternative way to get to that U-turn by
64:59 | that right in right out driveway. Um,
65:02 | that's great for uh uh standard vehicle
65:05 | types. The larger vehicle types are
65:08 | going to have to use that easterly
65:09 | driveway. There's no way for them to
65:12 | circle back and do that by maneuver.
65:16 | Um, but that that's something that DOT
65:19 | is going to be very focused on in their
65:21 | commentary.
65:23 | You got a 50 plus foot
65:27 | trailer going across that sucker with 60
65:30 | foot lanes total.
65:33 | Yeah, it's definitely a challenge, you
65:35 | know, and again, it's it's it's clearly
65:38 | in their in their wheelhouse to to come
65:41 | up with a solution for that. Um, you
65:43 | know, so I uh I don't know ultimately
65:46 | what they'll make the applicant do. I
65:48 | think that what's shown here is
65:50 | reasonable accommodation for for the
65:52 | intended Randy uses. Um DOT could
65:56 | request a further evaluation of the
65:58 | connection to Old Worcester Road. U they
66:01 | may very well say what why can't you
66:03 | define why you can't use that
66:05 | connection. Um because ultimately if
66:08 | that were designed as a connection
66:10 | notwithstanding the concerns that you
66:12 | have about the queueing from the signal,
66:14 | it does afford a better and and perhaps
66:17 | safer way to get back to the west
66:19 | through the signal.
66:20 | And if that were to happen, would you
66:24 | think that a one in and two out out on
66:27 | the road, they'd have to widen that
66:28 | sucker so there's a left and a right
66:29 | hand turn lane and a straight lane at at
66:31 | the intersection?
66:32 | Um it cut down on the amount of traffic.
66:34 | Yeah. So, um the the capacity analysis
66:38 | shows yes, there's queuing that happens
66:40 | on Old Wester Road, uh but the the
66:43 | amount of delay is actually within
66:45 | acceptable bounds, right? And um their
66:48 | trip generation estimates um assuming
66:52 | you have almost exclusively
66:55 | uh tractor trailers that would use that
66:57 | connection most likely. Um the amount of
67:01 | additional traffic there I don't think
67:02 | would necessarily trigger the need for a
67:04 | wide additional
67:06 | and how far off of that intersection is
67:08 | nasty per go 100t from the whatever they
67:13 | they they've got a long reach believe it
67:16 | or not um anything that would have
67:18 | potential influence or impact to state
67:20 | highway even if it's a side street
67:23 | driveway um is within their purview. So
67:26 | more than likely if that was the case
67:28 | and suggested by them, they'd have
67:29 | perview over that any changes made
67:32 | beyond that driveway coming up.
67:34 | Yeah. Because that would affect state
67:36 | highway, right? So any potential
67:38 | widening to your point
67:39 | would require that they sight off on it.
67:47 | If I may just add that there's wetlands
67:50 | on both sides of the gravel. So, if it
67:52 | was on one side, we would probably look
67:55 | into maybe shifting the road away or
67:58 | something. But really, we don't have
68:00 | much room. But again, I'll have a better
68:04 | idea tonight after I leave this room
68:06 | when I go through conservation, too.
68:08 | [clears throat]
68:09 | Um, I might add, you know, during the
68:11 | consultation process that the applicant
68:13 | will have with DOT, um, one of the
68:16 | potential outcomes might be, well,
68:17 | rather than having that serve as a
68:19 | two-way driveway, it could serve as an
68:21 | exit driveway for [clears throat]
68:23 | purposes of getting people to the
68:24 | signal. So, it wouldn't necessarily have
68:27 | to be a 24 foot wide uh, pave way. There
68:31 | are options for one-way conditions that
68:34 | um, most likely DT would ask them to
68:37 | consider. uh and they would need to
68:39 | demonstrate the environmental
68:40 | constraints or other constraints that
68:42 | might exist that might not make make it
68:45 | feasible but that that's part of that
68:47 | process that they
68:52 | miss. Does it help to maybe move the
68:54 | entrance even further west and and use
68:58 | the property as a bit of a slowdown lane
69:02 | into
69:02 | Yeah, I I think um there are ways to
69:05 | design the driveway in its current
69:07 | location um that would achieve slower
69:10 | speed. So for instance um you know right
69:13 | now this thing's 32 feet wide, right?
69:15 | That's that's wider than this room. Um
69:18 | so um the reason it is because in the
69:20 | gray area you've got this larger sweep
69:22 | vehicle.
69:23 | Uh we're designing one of these actually
69:25 | in TR right now. Um and BT's commentary
69:28 | to us was provide
69:30 | uh mountable scored concrete aprons that
69:34 | flank this driveway so that the
69:36 | effective width of the driveway
69:38 | is 14 to 16 feet
69:40 | and a tractor trailer can still get over
69:42 | this thing. They want to come in. So,
69:45 | uh, the other aspect is that this island
69:47 | feature could be drawn into the site
69:49 | further than is currently shown. So, you
69:52 | don't have a C circumstance where
69:53 | someone comes in going very quickly to a
69:55 | pump position.
69:57 | You'd have to make a full 90° turn and
70:00 | at a slower speed and then proceed. So,
70:02 | there those are the types of design
70:04 | enhancements that, you know, likely to
70:06 | come out of that consultation process.
70:08 | Um, and we we've suggested some in our
70:11 | commentary.
70:12 | I mean, one of my concerns is just rapid
70:14 | slow down in the travel lane to make
70:17 | that speed in that's that's
70:19 | additionally speed into the parking lot
70:22 | but rapid slow down in that area
70:25 | for some of us aren't aware of it is
70:29 | because other people don't slow down
70:32 | they don't they they go up to that light
70:33 | and then they slam on there but it's
70:38 | I don't know why it's just
70:40 | so D has very specific commercial
70:43 | driveway design standards. And some of
70:46 | those standards have this what's known
70:47 | as a taper, right? Uh it's not a full
70:50 | lane. Uh but it it eases, you know, it
70:53 | allows you to go from 40 45 miles an
70:56 | hour down to 30 relatively easily and
70:59 | gently. Uh and then once you're into a
71:02 | site, then there are other design
71:04 | features like the extension of the
71:05 | island that would then allow you to go
71:08 | from 30 down to 15. Should be we
71:12 | continue until maybe the next meeting or
71:15 | um
71:17 | then
71:17 | will you be ready by August 12th or do
71:20 | you want to get into September?
71:23 | First meeting in September is the
71:25 | Oh, is it August 12th or August?
71:28 | Um [clears throat] our next meeting
71:30 | we have one in August and it's the 12th
71:33 | and then the next
71:35 | September 7th or September 2nd or
71:37 | September 16th.
71:45 | It may take you a couple of meetings
71:47 | through Cong to get
71:52 | September
71:54 | the first or the second.
71:55 | No, the f the first meeting is on
71:57 | second.
71:59 | Oh, on the second.
72:00 | Yeah.
72:02 | [clears throat]
72:03 | Uh
72:04 | yeah. So, there'll be another meeting
72:06 | with Kong Con on the 19th if we do that.
72:09 | Yeah, we let's let's do this September
72:11 | 2nd.
72:12 | Um, any other comments from
72:16 | the public? Nope. We make a motion to
72:19 | continue this public hearing um till
72:22 | September 2nd. Second.
72:25 | All in favor?
72:26 | I
72:27 | Thank you. Good luck.
72:31 | Anybody
72:34 | can come in and look at
72:39 | your comments. Appreciate
72:40 | it.
72:46 | Thank you.
72:52 | [clears throat]
73:08 | Yes.
73:10 | So, we have a um the continued public
73:13 | hearing for adjusting and just
73:15 | properties. the um
73:18 | the approval to remove the mini golf
73:20 | structure and construct a pre-fabricated
73:23 | 7200 foot metal building
73:27 | at 360 was
73:34 | you an engineer for the project
73:44 | this
73:45 | is kind of an interim site plan. I just
73:47 | wanted to go over some of the changes
73:49 | that made
73:51 | you want.
74:18 | So this is um
74:22 | Oh, gotcha.
74:24 | So this is a proposed contractor bay
74:27 | rental building, seven seven bays on the
74:31 | 360 West Worester Road site, which is a
74:33 | former mini golf site.
74:36 | And uh we had a preliminary hearing, got
74:39 | comments from Graves, addressed a bunch
74:41 | of those. Still have some water that we
74:43 | have to deal with. One of the big issues
74:45 | was working with the fire chief on the
74:48 | access to the site. So, we had more of a
74:51 | curve linear roadway coming in here. We
74:53 | eliminated that, bringing in a, you
74:56 | know, a straight shot for the fire
74:58 | apparatus and we met with the chief this
75:01 | afternoon before the meeting. So, we
75:03 | still need to do a little work on the
75:06 | curves for the access around the
75:08 | building. So, we're doing that. But, uh,
75:11 | we did add some drainage behind the
75:14 | building. That was one of the comments
75:15 | that Graves was concerned that off-site
75:17 | drainage would interfere with our
75:19 | infiltration system. So, we took care of
75:21 | that going that way. Um, we relocated
75:26 | the existing building that, you know,
75:29 | sort of the name can be like a rental
75:31 | building. There was some additional
75:32 | parking here.
75:35 | We expanded the parking lot.
75:37 | There's two criteria for the parking for
75:39 | the building. One says 14 spaces, the
75:42 | other says 28 spaces.
75:45 | We have 18 spaces here now. Kind of
75:49 | shooting toward a middle ground. Two of
75:51 | them are handicapped if we require that.
75:55 | Why is there multiple criteria?
75:57 | I'm sorry.
75:58 | What what creates the multiple criteria
76:00 | for parking?
76:00 | Well, there there's two different
76:02 | building designations. You could say
76:04 | this might fall under this one or it
76:06 | might fall under that one. It doesn't
76:07 | have it doesn't fall specifically under
76:09 | [clears throat] any of the, you know,
76:11 | things listed in the town right. So,
76:13 | okay.
76:15 | So,
76:15 | and you've been working with on that?
76:17 | Yeah. So, so we did expand. We
76:20 | originally had a 14 the spaces. We're up
76:22 | to 18 now. And a couple additional
76:26 | spaces down through here.
76:29 | the uh drainage system. We we built that
76:33 | up a little bit here and uh this one is
76:36 | pretty much the same we had in the
76:37 | initial plan
76:39 | and we've been working Ecotech the
76:42 | environmental consultants been
76:44 | discussing with conservation about the
76:46 | roadway change. I just need to get them
76:48 | the updated numbers on that. But um
76:51 | according to them, we we have excess
76:54 | restoration area. So we don't they don't
76:57 | see a problem. But uh that they are
76:59 | working with conservation to you know
77:01 | bring that up to date
77:03 | and uh we've done some other
77:05 | miscellaneous plan changes but we're
77:08 | going to be doing some more but okay
77:10 | again we just wanted to you know bring
77:12 | the board up to date where we are and uh
77:15 | you know unfortunately we met back in
77:17 | May
77:18 | and I was going for knee surgery in June
77:21 | and it was a lot worse than I thought it
77:23 | was. So not much happened in June. So
77:26 | Okay. Okay. But uh we're going to finish
77:29 | this up. I'd like to get it back to
77:30 | Grace before the end of the month.
77:32 | Okay. So that we could move forward in
77:34 | the in the August meeting.
77:36 | Okay.
77:37 | I don't know if anybody in the board has
77:39 | any specific questions or
77:41 | you were talking it's mainly going to be
77:43 | now for construction related vehicles.
77:45 | It's mostly your buildings here.
77:47 | I'm sorry.
77:48 | Most of your uh rental spaces are going
77:50 | to be construction related. Did you see
77:53 | what he said?
77:54 | We're looking at at small building
77:56 | contractors, electricians, plumbing, you
77:59 | know, like that. Somebody that, you
78:01 | know, would come in,
78:04 | use these bays for storage for his
78:06 | material, come in, pick up things,
78:08 | leave, go back to work.
78:09 | Okay.
78:10 | It's not open to the public, so there's
78:13 | not a lot of traffic going in here.
78:16 | And uh, you know, interim during the
78:18 | day, obviously, people could come back
78:20 | and forth, but we don't see this uh a
78:22 | high volume traffic situation. So the
78:25 | reason I'm asking are so you've got the
78:28 | 18 parking spaces. Uh now these parking
78:32 | spaces are there are going to be for
78:34 | registered vehicles only not somebody
78:36 | storing a bulldozer or veo or
78:39 | Yeah. I mean you know whoever renters
78:41 | you know they may have a truck that they
78:43 | want to park outside or they may want to
78:45 | park it inside a unit at night
78:47 | but they employees come in they have
78:50 | someplace to park during the day and
78:51 | then they leave.
78:53 | It's not overnight parking for, you
78:56 | know, unregistered vehicles, per se.
78:58 | Okay, that's that's question. Oh,
79:00 | because somebody takes a truck off the
79:02 | road or we're going to put it back on or
79:04 | they and it sits in the parking lot and
79:06 | see it for a long time.
79:07 | No, the applicant will make sure that
79:09 | that doesn't
79:10 | Okay, that's what they're saying.
79:12 | It's not a junkyard,
79:14 | though. That I I know what you're
79:16 | saying. That does tend to happen.
79:20 | We have a bylaw that allows No more than
79:22 | two unregistered vehicles in people's
79:24 | yards.
79:29 | Okay.
79:30 | Any other questions?
79:33 | There's seven bays. [clears throat]
79:35 | Seven bay. Yeah, there's a large bay at
79:37 | each end and five smaller bays in
79:39 | between.
79:41 | Small office space in there. I think we
79:43 | talked about that.
79:43 | Yeah,
79:45 | each bay has a small office.
79:47 | Refresh my memory.
79:48 | Toilet system. Yeah, that's one of the
79:51 | other things. There was a question about
79:52 | the well that's on site
79:54 | and it turned out it actually was at one
79:56 | time a public water supply that's been
79:58 | discontinued
80:00 | and uh been working with the state to
80:02 | get it formally removed.
80:05 | Okay.
80:05 | And we talked to people at the board of
80:07 | health
80:08 | and uh you know they gave us a lot of
80:10 | the background information.
80:17 | Oh yeah, yeah, yeah. Hotel
80:22 | 25
80:26 | people 15 more days a year.
80:27 | That's right. There was a hotel on that
80:29 | property.
80:29 | Yeah.
80:31 | Just you guys, my partner and I, we're
80:32 | probably going to keep half the building
80:33 | for ourselves anyway from my employment
80:35 | company and his business. That's kind of
80:37 | our intention.
80:37 | Okay.
80:38 | But we wanted to do the whole building.
80:39 | So if we ever sold in the future, it's
80:41 | set up.
80:43 | Okay.
80:44 | Yeah. So I saying it's more small
80:47 | contractor, not landscapers, not auto
80:50 | repair,
80:51 | not retail, not not public access.
80:54 | No, there's no no public in
80:57 | any of that stuff. All special permit
80:59 | anyways.
81:00 | Okay.
81:01 | Actually, I sent a couple building to I
81:03 | believe Jane, did I send that to you?
81:06 | Which one?
81:06 | I sent you similar units, similar stuff.
81:09 | Yeah, the one right brand new one right
81:11 | in where?
81:12 | Right in Lester on Stafford Street.
81:13 | Okay. It's a brand new building. I got
81:14 | you.
81:15 | That's kind of like a potion stamp.
81:16 | There's like no parking at all and you
81:18 | can't go behind a building at 8 ft. This
81:20 | is nothing like that. At least just an
81:21 | idea of what it looks like.
81:23 | This type of units are very high demand.
81:31 | So you're working with fire.
81:33 | Great. So you're good. Do we have any
81:36 | comments?
81:37 | We had one meeting with conservation.
81:40 | Yeah, conservation had the initial
81:42 | meeting and then you know, put it in
81:44 | advance until the board.
81:48 | Yes. So, right now,
81:49 | so echo echo techch is still working
81:51 | with them, you know, verbally to keep
81:54 | them updated.
81:56 | So, the comments I received from is says
81:59 | this office echoes the comment
82:00 | engineering. I have an honor actually
82:02 | received the comments from Engineering,
82:04 | but uh lacking specified use of the
82:06 | building. Compliance with allowed uses
82:08 | sufficiently [clears throat] of parking
82:09 | spaces cannot be evaluated. The main
82:12 | concern is just knowing what the uses
82:13 | are in there. And there are are
82:16 | different ways that this can be
82:17 | approached where you talk about things
82:18 | that are special permit. If the board
82:20 | knew kind of what that range of uses
82:23 | are, you could permit that with certain
82:25 | conditions to address certain uses. You
82:28 | know, if there was automotive as a use
82:31 | that you wanted to pursue, maybe you
82:33 | have to make sure that all people have
82:35 | oil capture or something like So if a
82:36 | tenant wanted to be like automotive say
82:38 | we even allowed that that have to be on
82:39 | them do it for a special permit
82:40 | directly. We we don't want that property
82:42 | anyways
82:43 | potentially. So it it could be and that
82:46 | would be up to the board as well.
82:47 | It could be a condition that that
82:48 | doesn't have somebody
82:51 | you'd be okay with conditioning.
82:53 | Absolutely.
82:54 | We don't want that.
82:56 | And that a potential use that may you
82:58 | may have and you may like to pursue but
83:01 | might not be right from the get-go as
83:03 | part of the special permit process. The
83:05 | board could allow a certain type of use
83:07 | and then maybe not requiring a full
83:09 | special permit review when that comes
83:11 | in. There's different ways of approach
83:12 | that and I'll I'll work with you folks
83:14 | and kind of how best to approach that.
83:16 | Sounds good.
83:17 | Appreciate it.
83:18 | Um
83:20 | so um when when do you when will you be
83:24 | ready to come back?
83:26 | I assume you have a meeting the 2nd of
83:28 | October the next morning.
83:30 | No, we have we have one we have 12
83:33 | August 12th. August 12th or September
83:36 | 2nd.
83:37 | You want to shoot for August 12th and we
83:39 | can always continue and we can push it
83:41 | off again.
83:42 | Yeah. If we get it to graves hopefully
83:43 | we can get some comment back and and
83:45 | Okay. you know, get it into more of a
83:47 | finalized phase. Okay.
83:50 | U make a motion to continue the public
83:52 | hearing for Jessie Jesse Properties to
83:54 | August 12th.
83:57 | I second the motion.
83:59 | All in favor?
84:00 | I I
84:02 | Okay, thank you very much.
84:04 | Thank you.
84:18 | Thanks.
84:24 | Appcate
84:33 | Skywars.
84:47 | when when you're ready when you're um
84:49 | just continuing uh a public hearing.
84:54 | Glad you're back where I'll explain you
84:56 | have cell phone coverage in that area.
84:59 | Madame chair, members of the board,
85:02 | staff, uh good evening. For the record,
85:04 | my name is Eron Wall. I'm councel for
85:07 | Sky Towers. Uh with me this evening is
85:10 | Jesse Marino uh from the proter design
85:12 | group. He's our project engineer
85:15 | and fresh out of the conservation
85:18 | commission meeting we have Jeff Mason
85:21 | from Lucas Environmental Group and also
85:24 | joining us this evening I think a
85:26 | resident right?
85:26 | Yeah.
85:28 | Joe Oi
85:29 | from Smart Link on behalf of Verizon
85:32 | Wireless.
85:34 | Hi Joe.
85:36 | I think the last time that we were here
85:39 | was in April. He presented the uh full
85:42 | application.
85:44 | We've had three peer review rounds uh
85:47 | with Brave Engineering. Uh the advice
85:51 | that we have had along the way uh Jane
85:54 | has been uh so very helpful. Um is that
85:59 | we've continued three times.
86:01 | I appreciate the board's willingness to
86:03 | let us continue so that we could address
86:05 | the uh comments from uh Graves uh
86:08 | because Jane said you want to come back
86:11 | when it says acknowledged.
86:13 | Yeah.
86:15 | Otherwise, we'll send you out again.
86:17 | [laughter]
86:17 | That's right. So, I think we uh the
86:22 | [clears throat] most recent report I'm
86:24 | guessing that you folks all have that
86:25 | from uh Graves. It should be a July July
86:29 | 13th.
86:30 | I'll print it right now.
86:35 | Are they all acknowledged?
86:37 | They they are all acknowledged.
86:40 | Well, actually, let me retract that.
86:42 | They're all acknowledged. Uh there are
86:44 | 22 uh different comments um from Graves.
86:49 | Uh the very last comment number 22 uh we
86:53 | had submitted the onm plan and was not
86:57 | yet signed by the land owner of Blue Sky
87:00 | Towers. So, I have fresh signatures.
87:10 | We've got fire department.
87:12 | Yeah, we we've spoken um already um
87:35 | I need those.
87:52 | So,
87:57 | so um I think there were that was the
88:00 | one comment from uh Graves review that
88:04 | was outstanding.
88:06 | There were uh four waiver requests in
88:11 | the uh comments that of course uh he
88:15 | deferred to you folks. And then I think
88:18 | there's uh the last time we were here we
88:21 | talked about a removal bond and we
88:24 | recently submitted and I'm not sure if
88:26 | you folks have I I did bring copies of
88:30 | that but I think Jane said she might
88:32 | have distributed
88:34 | um Jesse put together an estimate with
88:36 | regards to what it would cost to take
88:39 | that
88:40 | take that down. Um, so from our uh
88:44 | review from from uh Graves from uh
88:48 | Michael who's been uh just so you know
88:51 | in the interim from when we uh were here
88:54 | in April, we did after each of his peer
88:58 | review comments uh he was gracious
89:01 | enough to schedule a Zoom meeting with
89:04 | uh Jesse and I and another engineer to
89:06 | go through those comments so that
89:08 | hopefully we're able to, you know, based
89:10 | upon the acknowledged
89:11 | uh we could get through those comments.
89:14 | So, I'm not sure if you want to review
89:16 | those. Jesse, I think, is prepared to
89:19 | to talk through those or I'll be like
89:23 | address them.
89:29 | Can you remind me of
89:32 | I normally have these plans ahead of
89:35 | time, so we're off. It's we're a little
89:37 | little off, but the waiverss, what were
89:40 | they?
89:41 | Um so yeah I had
89:45 | uh I think I distributed the list of uh
89:49 | wavers but there are four four waiverss
89:53 | like I can go through those
89:57 | I have if I sorry but okay
90:00 | I mean I did want it to
90:07 | I think we did chat about those briefly
90:10 | at the last meeting with
90:12 | a long time ago.
90:13 | It was a [laughter] long time ago.
90:14 | We agree.
90:15 | There's four. Two of them are pretty
90:17 | easy sight related ones. Um if I recall,
90:20 | one was um had to do with a fence
90:22 | height, I believe. Uh so we have a six
90:24 | foot chain fence, but for security,
90:26 | there's some barb wire on it.
90:28 | Because we're so far away from the road
90:30 | and butters, I don't really think
90:32 | there's an opportunity for the folks to
90:34 | see a lot of that. So that's on there.
90:35 | And the tower itself is fully gated
90:37 | around.
90:38 | It is gated. Yeah. Okay. How about the
90:39 | access road to get into there? Is there
90:41 | anything there or
90:44 | I don't recall if we have a
90:47 | good question. Sometimes
90:48 | we don't. Yeah.
90:51 | Look at that. It's a pretty
90:54 | rural road of knowing some of the utes
90:57 | in the area.
91:01 | Three utes.
91:02 | Yeah. When they're
91:05 | We have an access gate. It's it's a
91:07 | little bit further into the site, but we
91:09 | could certainly push it back.
91:11 | Um it's kind of uh
91:14 | sort of by the tree line instead of
91:16 | having way
91:16 | as long as long as it's in within sight
91:19 | of the road.
91:20 | Yeah, there's So the the Beagle Club has
91:22 | some some areas that they can get access
91:24 | to here. So the idea we put this access
91:27 | sort of by the
91:28 | this way this way. I think one of the
91:30 | other things is a maybe a landscape plan
91:32 | and because we're
91:34 | 800 still feet off the road behind those
91:36 | trees,
91:38 | we uh we don't have a formalized
91:40 | landscape,
91:41 | but realistically there isn't really
91:44 | that much tree clearing because back in
91:46 | I don't know 2122 they did some uh tree
91:50 | thinging and clearing and we're pretty
91:53 | much sticking to those areas. I mean
91:56 | there will be some but not
91:59 | acres of clear cut or anything like
92:01 | that.
92:04 | Any other questions from the door?
92:08 | Any question from the public?
92:11 | Um,
92:13 | we should close the hearing, right?
92:16 | There's a few plan changes we could go
92:17 | over if you're interested.
92:19 | Yeah. I mean, let's if this plan changes
92:21 | something different than what we saw
92:22 | before.
92:23 | Real minor stuff. Let's just go over it.
92:26 | So
92:26 | in between last time and this time um
92:29 | Curtis I believe is the building
92:31 | commissioner assigned a 911 address.
92:34 | Okay.
92:35 | So the underlying property is 103. So
92:37 | one of the now that the
92:40 | if the tower is built it'll be known as
92:42 | 91 bond road.
92:43 | Okay.
92:44 | So how you guys want to deal with that
92:46 | on the permit maybe it's an AKA or what
92:49 | have you. But um
92:52 | that was a comment that
92:54 | the the lot numbering didn't change.
92:58 | No, I think it's just because it's a a
93:00 | leased
93:01 | premises and it it needs its own
93:04 | 91 address,
93:07 | but not the lot itself, right? So, it's
93:09 | it's a little bit different than you
93:11 | normally see, but I just wanted to make
93:13 | that point um on that. Uh so, that was
93:17 | one of one of the one of the updates. um
93:21 | through the through the
93:27 | conservation process. Um
93:30 | there was a peer reviewer and there was
93:33 | a uh a wetland flag uh that was that was
93:36 | added in this region here. Didn't affect
93:39 | too much, but it it expanded a small
93:41 | area and changed the buffer. As far as
93:43 | our impacts, pretty much the same, but
93:45 | that was a change here. Um and again we
93:49 | have Lucas environmental here that we
93:51 | could talk about that if there's a
93:52 | question on that but um it's pretty
93:54 | minor. It was a something that I believe
93:56 | they did on the walk through and wanted
93:58 | that changed.
94:00 | Um one of the comments um from Graves
94:04 | and you talked about it last time but
94:06 | you wanted a detail of it was to provide
94:10 | a paved apron by the street. Um so now
94:14 | we we have done that. There's a 20 foot
94:16 | wide cave apron here and there's a
94:18 | detail later on in the sheet that uh
94:21 | describes that
94:23 | um
94:28 | in this location here at the crossing.
94:30 | Um based on um peer review by Ecotech
94:35 | and discussions over at Conscom, there
94:38 | were several minor tweaks that were made
94:40 | to that. Um, one was the location of the
94:43 | covert. Before we kind of had it uh a
94:46 | little bit east, they wanted it more
94:48 | central, so it was moved back. Um, and
94:52 | um, we also uh, one of the comments was
94:55 | to provide uh, grades on the top and
94:57 | bottom of the wall. Uh, we've done that
94:59 | as well and we were able to um, optimize
95:03 | this area, kind of reduce the wall. We
95:05 | we were like five or six feet before,
95:07 | now we're down to about four feet. So,
95:09 | that's good. Might allow us to use a
95:11 | smaller block, a little bit easier to
95:13 | build. Um, we were able to do that with
95:15 | minor changes to grading. We're still
95:17 | 10% or under on the on the driveway, so
95:20 | no big change there. Um, um, we were
95:23 | able to do that. Um, [clears throat]
95:26 | there was um
95:30 | some a slight modification. It was
95:33 | basically a a uh
95:36 | a permit that was done for uh land or
95:39 | for tree clearing in 2021 and through
95:42 | the process uh there um the peer review
95:46 | ecert um determined that there may have
95:49 | been some small impact on that on this
95:52 | existing sort of crossing here. So there
95:55 | was a sort of a friendly uh enforcement
95:58 | order that was put forth basically to uh
96:02 | have the land owner, it's not really
96:04 | blue sky at the land owner that they
96:06 | have to uh create a uh um a mitigation
96:10 | area about 260 square feet. So pretty
96:12 | small area. We show that where that area
96:15 | is on here. Previously it was an area
96:18 | that we had uh a rip wrap pad and stuff.
96:20 | So overall the impacts are that you saw
96:23 | are pretty much the same. That that uh
96:26 | pad was changed out for basically a a
96:30 | small planting plan and and some weather
96:32 | mitigation. Um
96:36 | on that um
96:40 | we also there were six test fits that
96:42 | were done uh well I should say five test
96:45 | bits and one probe here. So a
96:47 | professional geotech company came here
96:50 | uh and and provided borings. Uh they did
96:53 | it for for the tower uh itself. Uh the
96:57 | access drive so we can make sure uh uh
97:00 | that the retaining wall is designed
97:01 | appropriately for uh the the vehicles
97:05 | that would be used there. Um and also uh
97:08 | in the storm water basin here. So um all
97:11 | of that was done um on that. Um,
97:18 | further on, there were just some
97:23 | minor updates made. Again, we talked
97:26 | about the pavements in a little detail
97:28 | of what that would look like. Um, the
97:31 | driveway section, we talked about it
97:33 | last time. They wanted to know what the
97:36 | different aggregates were um for when uh
97:39 | the driveway was 6% or under or uh
97:43 | greater than 6%. There's a little bit
97:45 | different aggregate there for that. Um,
97:49 | one is a uh when it's flatter, it's a
97:53 | one inch minus. When it's a little bit
97:57 | uh steeper, we're using a little bit
97:59 | bigger rock so it doesn't wash up.
98:01 | Nothing nothing bigger than
98:03 | realistically too much. So, it's still
98:05 | not uh anything too large there. Um,
98:12 | one of the other comments that uh,
98:14 | Graves had had was um, in our basin, our
98:17 | storm water feature. Um, they wanted to
98:21 | have us provide a monitoring well. Um,
98:25 | so we show the location of the
98:27 | monitoring well in there and we provide
98:30 | a detail and that's just for maintenance
98:32 | purposes. I would add that he um had
98:36 | suggested uh
98:40 | possibly a condition uh of approval um
98:43 | before this was built to uh test the
98:45 | area for season, you know, seasonal high
98:47 | groundwater. Just so you know, there
98:49 | they did these two borings and I believe
98:52 | the report was sent to you. They didn't
98:54 | have any groundwater to about 10 ft.
98:56 | This is an outwash area. It's all kind
98:59 | of sands and gravels in that area. So um
99:02 | don't believe there's any real concern
99:04 | for that. So we're not concerned with
99:06 | that at all. We provided uh an
99:08 | explanation of that and also there was
99:10 | some uh we provide some uh information
99:14 | and some currently a vai on uh the
99:17 | people that did the testing. So um uh
99:20 | you know their qualifications and what
99:22 | have you. So um they were able
99:25 | [cough and clears throat] as well. But
99:26 | we do also have that monitoring well
99:27 | down to that 10 ft and like I said that
99:30 | boring depth. They didn't run into any
99:33 | groundwater, which makes sense because
99:34 | we're up on a null here and we're still
99:36 | a few feet higher than that wetland
99:39 | area. So, so all that all that uh checks
99:42 | out makes sense to us. The other thing
99:44 | is that the borings are done in April.
99:46 | As anybody knows, April uh is a pretty
99:49 | high groundwater season. So, if you're
99:51 | going to see high groundwater, you would
99:53 | generally see it in in those in that
99:56 | time frame. Um,
99:59 | so that is basically the the changes
100:02 | that were there on the drawing. So, not
100:04 | a huge change from
100:07 | 30,000 foot uh foot view, but basically
100:11 | some items that were uh requested by
100:14 | grades to to clean up.
100:22 | Couple questions through the chair. So,
100:24 | so who is the [cough] responsible
100:26 | [clears throat]
100:26 | party? Sorry, I like that.
100:28 | So, within the lease area, so both of
100:30 | them are are on there because in this
100:33 | situation, um, Blue Sky Tower has a
100:36 | lease with the underlying menu and in
100:39 | that lease, they allow um it's allowed
100:42 | that we can maintain the uh the features
100:48 | and the compound here on the site. So uh
100:50 | what we've done on that is to
100:52 | acknowledge that there is an agreement
100:54 | between both parties. We have both
100:55 | parties signed. But what that means is
100:58 | that blue sky portion of the easement
101:01 | driveway and compound would be the
101:03 | responsibility of them.
101:06 | So blue sky is responsible and it is
101:08 | something like you know the maintenance
101:09 | contract.
101:11 | They have some they have their own
101:12 | people that do some of it but they also
101:14 | hire out to uh folks to things need to
101:17 | be done.
101:19 | But not the legal club. It's
101:21 | correct.
101:22 | Maintenance on the hook for that.
101:25 | They would not be it's it's them
101:26 | acknowledging it because no
101:31 | infection.
101:46 | I'm not sure of the answer to that, but
101:48 | they own more than a thousand towers
101:49 | now, and I think it's something that
101:52 | they'll hold on part of their portfolio.
101:54 | Yes.
101:56 | There was a comment in there that Graves
101:57 | wanted to have some additional um
102:00 | maintenance uh timelines
102:05 | about and uh some things to to uh
102:10 | check and then on the maintenance plan
102:12 | as it as it related to the uh gravel
102:14 | driveway. So that was that
102:17 | pretty minor stuff. Yeah,
102:18 | normally that's kind of centered around
102:20 | all the best management practices and
102:22 | the storm water features, but because of
102:24 | the driveway in this case, he wanted
102:26 | some of that added which which was
102:27 | added.
102:28 | Yeah, I see it. Thank you.
102:30 | Yep.
102:32 | So, one thing that that um Graves did
102:35 | comment for comment 20 was additional
102:38 | test pits in the basin.
102:40 | Yeah, I don't think that's necessary at
102:42 | all, but um we're not opposed to that as
102:46 | a condition. I just think that
102:50 | in this case, we had a whole
102:52 | professional geologist go out there and
102:54 | do multiple borings for the purposes of
102:56 | structural and this and and nothing was
102:59 | found to 10 ft, but we're not opposed to
103:02 | that. I just
103:05 | I think in our explanation here, I can I
103:07 | can read it. Um
103:09 | it's nothing to dwell on if that's what
103:10 | you want to do. Just
103:12 | really an extra step. But um so the guys
103:14 | that did it, one's a professional
103:15 | geotechnical engineer, one's a
103:17 | geologist. Um it was also overseen by
103:21 | one of the other vice presidents. But
103:23 | basically um we give them the resumes.
103:26 | So the kinds the kinds of seasonal high
103:30 | ground water we would see modeling in
103:32 | these features would be something that
103:35 | would have more uh silts and clays in it
103:37 | or or uh uh like sandy loms, till this
103:41 | is more outwash. So you don't really get
103:43 | those features in that. And if you do
103:45 | see them in there, they're not usually
103:47 | an accurate representation. And that's
103:49 | what they were trying to say. Um that
103:52 | the standard solar mining is unreliable
103:54 | in these grand soils anyway. And that
103:56 | estimating seasonal high with those it
103:59 | doesn't it lacks the the type of
104:02 | features that you'd use to provide it
104:03 | there anyway. So their point was water
104:06 | wasn't even observed at one of the worst
104:08 | times of the year to 10 feet below
104:10 | grade. We're only
104:14 | we're uh
104:17 | pretty much acade
104:19 | of of uh
104:24 | excavation.
104:25 | So we we have 8 foot. So there's plenty
104:29 | of of buffer in there. So that's why I
104:31 | don't think in this case it's it's
104:33 | necessary. But
104:36 | we want to monitor well.
104:37 | We do well.
104:40 | Yeah, we do. Yeah, we do. Yep. So, um
104:44 | you know there's we can look here too. I
104:46 | have a copy here for it. But for
104:47 | example, at the tower itself, the the
104:51 | boring went a little bit deeper
104:54 | and uh
104:57 | got here. I can kind of read it off.
105:00 | They um
105:03 | yeah, so at that depth, the observed
105:06 | groundwater at this location 674 was
105:09 | some 14 and 1/2 ft down.
105:12 | Okay.
105:13 | And um where we are
105:16 | um
105:19 | here um
105:22 | you know we're still another 8 ft to
105:25 | that sort of location. So I think
105:27 | there's plenty of buffer there but again
105:29 | if that's something that the board sees
105:30 | fit that's fine. I think originally it
105:34 | stemmed from um sometimes KNCOM has um
105:38 | in their
105:40 | some of their conditions or bylaws that
105:41 | they wanted to be witnessed but um in
105:45 | this case um
105:48 | um I don't believe they've asked for
105:51 | that and um we went ahead and and got
105:54 | the sort of the full monty here with the
105:56 | uh uh to provide the the entire uh
106:01 | structural review of the soil itself. So
106:04 | we have everything we need to move
106:06 | forward with the with the structural
106:09 | onation.
106:12 | I think it's more the swale and that is
106:14 | the
106:15 | concern in the report. Was it wet and
106:18 | flowing during the April testing period
106:21 | down here? No, I think in these areas it
106:23 | still was 2 and 1/2 3 ft down to even
106:26 | there.
106:26 | Even here. Yeah. So
106:28 | it wasn't even flowing.
106:30 | It doesn't flow across here. There might
106:33 | be some areas of steam water, but you're
106:35 | down at 665 664 here.
106:40 | Um, okay.
106:42 | So, that's still 4 ft below where we
106:44 | are.
106:47 | Okay. Make sure we had a copy of that.
106:49 | And again, if that's what you want us to
106:52 | do, we can we can certainly do it. But
106:53 | just um in this case I think
106:58 | with all that considered we're still
107:00 | four four and a half
107:00 | feet
107:07 | had some questions on the decom.
107:12 | Yep. Scratch that. So um in here it says
107:18 | the responsibility kit carrier specific
107:21 | tower ground equipment has the
107:23 | responsibility of the carrier.
107:25 | Yeah. So if if the tower is ever to be
107:28 | not in use the carrier would already be
107:30 | gone otherwise the carrier was there.
107:32 | Yeah.
107:32 | It'd be it'd be operating. So the idea I
107:35 | think and this there's not a lot of
107:37 | detail in the bio, but I believe if if
107:40 | there is no carrier, there's no Verizon
107:43 | and and uh Blue Sky has the tower
107:45 | sitting up there with nothing on it, the
107:47 | idea is that this bond will cover
107:50 | removing that and there's no carrier
107:52 | there.
107:54 | Okay. So if if you lose if they lose the
107:57 | carrier for a period of time, is there a
107:59 | period of time on that? I mean normally
108:01 | that's something I think a discussion of
108:03 | how long that period might be but I mean
108:06 | that that's something we could we
108:08 | condition
108:11 | something something that I mean if it
108:13 | sits there for more than a year or two
108:16 | what's reasonable
108:17 | one one or two years would definitely
108:19 | not be reasonable from a tower
108:20 | standpoint it's a huge investment to
108:22 | build this in the first place
108:24 | and if they're they're going to want to
108:26 | the government's going to be auctioning
108:27 | off more frequencies in the future.
108:29 | Yeah,
108:31 | this guy would probably want 20 years,
108:33 | but I would think 10 would be in a
108:34 | reasonable ballpark if I were to speak
108:36 | on their behalf.
108:37 | So, it would be reasonable to have a
108:39 | condition there if the carrier was
108:41 | absent from the power for more than two
108:43 | years. It would
108:44 | 10 years.
108:44 | 10 years.
108:45 | 10 years.
108:46 | I would say 10 would be more reasonable.
108:47 | Absent from like removed.
108:50 | Yeah.
108:51 | Yeah. I mean, I could see that their
108:53 | technology is changing and
108:55 | last forever.
108:56 | Okay. Okay.
108:58 | I would just think it then would be a
109:01 | new carrier within two years easily.
109:04 | You just don't know. They don't want to
109:06 | take down a structure that they spent,
109:08 | you know, three,000 building.
109:10 | Yeah, I hear it.
109:11 | I think some time limitation is
109:13 | certainly reasonable.
109:15 | What that
109:16 | I think in addition 10 years
109:17 | 10 years 10 years
109:19 | at least a a meeting about
109:24 | Yeah. What I also see right I see
109:26 | discussion within that time period. So
109:28 | we all start with
109:30 | what's going on.
109:31 | What's going on,
109:33 | right? Yeah. A trigger to have a
109:34 | discussion and
109:36 | what's going on
109:36 | possible decommissioning.
109:39 | Okay.
109:40 | Um and remind me what So there's uh a
109:44 | power supply in there, transformer,
109:48 | battery.
109:49 | That stuff would come out. Um what would
109:51 | stay is so what we're thinking is the
109:54 | compound itself the tower would come
109:57 | down the fence this would be reveitated
110:00 | um um but the storm water in this access
110:04 | I mean obviously that gets them if the
110:06 | tower isn't here there is a significant
110:08 | amount of upland area that's permitted
110:10 | that the that the beagle um folks could
110:15 | use so we weren't planning to take that
110:17 | part out
110:18 | um and this stuff is all outside the
110:20 | buffer that would be able to do. So, you
110:21 | just come in there and recede and and do
110:24 | that. Basically, the things that would
110:26 | you people would see from a distance,
110:27 | the height, the this, the
110:30 | um that's what's on here. You want
110:32 | something else,
110:33 | you can talk about our contracts. We'll
110:36 | discuss maybe 6 in below grade or
110:38 | something along those lines.
110:41 | What's the equipment? Are these uh
110:44 | transformers in there for the power
110:46 | supply?
110:46 | Yeah. So um and and tell me more about
110:49 | the batteries that are required
110:52 | concrete pad
110:54 | we can
110:55 | batteries are only provided by the
110:56 | carriers that wouldn't be a blue sky. Um
110:59 | then the batteries are contained in
111:01 | equipment cabinets that are self
111:03 | ventilated and everything. So the
111:04 | carrier is not there. You're not going
111:05 | to have any batteries on.
111:06 | So so what we would in this what's what
111:09 | would be included uh is the meter center
111:12 | the uh transformer.
111:14 | Yeah. Um
111:16 | the batteries as you say he's exactly
111:18 | right. There's no um really here unless
111:21 | the tower is to be lit and it's not the
111:24 | land the the uh blue sky doesn't even
111:26 | have a meter here. They don't have
111:27 | anything that generates power so on. No
111:31 | batteries in that. That would be the the
111:32 | carrier stuff
111:33 | in a cabinet in that
111:35 | and like I said the thinking here is
111:37 | that if there's no carrier if there's no
111:42 | transmission of and it's just an empty
111:44 | power that's when you would trigger the
111:46 | the
111:46 | size of that cabinet.
111:48 | Yeah. The size of the cabinet is like
111:50 | refrigerator size I would say.
111:52 | And that would have the batteries in it.
111:54 | But if there's no carrier, if there's no
111:56 | trans um there's no Verizon, AT&T,
111:59 | T-Mobile, etc. and you're not um
112:01 | tricking them transmitting any
112:04 | yeah radio not a big container sized
112:08 | anymore.
112:09 | No, as a matter of fact, Verizon just
112:10 | changed their footprint to go from a
112:12 | 12x20 concrete pad 12 in in thickness to
112:16 | a pad just for the generator 4x8 a pad
112:20 | just for the cabinets 8 by7. They're
112:22 | trying to cut costs everywhere.
112:24 | So, it's just shrinking and shrinking.
112:26 | They don't realize that that doesn't cut
112:27 | any cost, but that's the difference.
112:30 | You still have to come here. You still
112:32 | have to get it. You still have to
112:35 | suddenly get a bonus from the
112:37 | It's a materials issue.
112:41 | They go back and forth every couple
112:42 | years.
112:43 | They really do.
112:43 | They really do. But um yeah, so um
112:46 | they're actually one other good thing is
112:47 | they're going to do they call this
112:49 | allin-one cabinets. So instead of four
112:51 | having two cabinets, they're basically
112:52 | going to one.
112:54 | Um if anything that you see here, like
112:57 | he said, it will be likely smaller than
112:59 | this at the time.
113:01 | Yeah,
113:03 | that was pretty recent that they made
113:04 | that
113:05 | yesterday or today.
113:07 | There you go.
113:08 | This one's not going to change because
113:09 | I'm not spending engineering money to
113:11 | redraw the plans. They're going to build
113:12 | it that way.
113:13 | Well, yeah, we're talking kind of stuff.
113:16 | We got just got the lease finalized,
113:18 | too.
113:18 | Sometimes they get a little cute and
113:19 | say, "Oh, we want a little pad here,
113:21 | little pad here." But like you said, you
113:22 | still have all those same
113:24 | still have to buy concrete. You still
113:25 | have to have the guys there for a day.
113:27 | You still have to form it. You still
113:29 | have to put rebar in it. You still have
113:30 | to finish it. So if there's another
113:33 | extra yard,
113:34 | another
113:37 | doesn't save, but
113:38 | we do what the client asks.
113:42 | And uh just another condition was uh we
113:45 | might add, so it's okay if we ask you to
113:47 | carry town communications on the pole.
113:52 | That's
113:52 | that was one of the comments in the
113:53 | review and we've agreed to that. Y and
113:56 | maybe a rack space obviously.
113:59 | Yeah, I'm sure there would be
114:00 | some ground space.
114:01 | Some ground space and something on
114:03 | there. Sure. Yep. That's that's very
114:05 | common. Y
114:06 | I think it has to be correct me if I'm
114:09 | wrong, but it has to be in a location
114:11 | that doesn't interfere with who's over
114:13 | there, but
114:14 | yeah, not the lowest on the tower. Maybe
114:17 | a little bit higher. True.
114:26 | Okay, over here is this is game road
114:28 | down over here. You can see that
114:31 | right up here is the uh cultural art
114:33 | center 31 is the entrance of the parking
114:35 | lot up top driveway down here. Um
114:41 | so
114:42 | these are the only
114:44 | correct cuz this is Flint Road and that
114:46 | is right there on
114:49 | Yep. So culture lessons right here at
114:51 | the top.
114:52 | So it it would probably be good to to
114:54 | condition hours. I mean
114:56 | so just to keep So we got generally
115:00 | football practices for the kids would be
115:03 | Monday through football season just
115:05 | starts now. The majority of when the
115:07 | lights we need is daylight savings.
115:09 | Mhm.
115:10 | So that happens in what October switch
115:12 | over.
115:13 | Season ends December 1st
115:16 | and nothing goes past 8:00.
115:19 | So,
115:20 | so lights up by 8:30 most and the league
115:24 | has been very child football has been
115:26 | very lucky with Nicholas College as
115:28 | well. They're doing one night a year.
115:30 | They work great with it. They free of
115:31 | charge.
115:32 | Okay.
115:32 | Open brains
115:34 | very good as a community
115:36 | what Nicholas College does, but just
115:38 | want to be able to have it. I mean, it's
115:39 | the kids home field
115:41 | and uh want them to be able to uh have
115:44 | that opportunity.
115:46 | So,
115:46 | and they're using this up the parking
115:48 | lot.
115:49 | Yep. Up top. And then
115:52 | because of one of the Amazon upgrades
115:54 | that Amazon provided to the
115:56 | the band.
115:57 | No, not the band stand. They they paid
116:00 | down here.
116:01 | The lot down here made it ADA compat
116:05 | parking down below
116:07 | and then um new snack shack.
116:10 | So,
116:10 | it's really beautiful.
116:11 | Where's Where's the band going? Is that
116:13 | supposed to go down? Suppose it would be
116:16 | filled [clears throat]
116:17 | in this area up top here.
116:21 | Center.
116:21 | Yes.
116:28 | The there is telephone poles hanging
116:32 | down here.
116:33 | um as you come down.
116:36 | As far as safety purposes,
116:38 | that would be a likely possibility
116:41 | to do that, especially for safety
116:43 | because there's not enough parking
116:45 | spaces down below. So, if you have
116:47 | practice down near any of these fields,
116:50 | park up top, walk down the paved
116:54 | walkway, driveway area,
116:55 | and if you if you're going to have
116:56 | people there at night, you got to
116:57 | provide them
116:58 | without a doubt. No, like the standard,
117:01 | you know, like walkway lights.
117:03 | Yeah, you don't need
117:06 | I would say the parking area maybe
117:10 | lights and the walkway.
117:14 | Because there is a practice field up top
117:16 | here that they do have lights
117:18 | already that they commonly use. Those
117:20 | were I don't know what year those were
117:22 | installed.
117:22 | The Mayor Farm one field like the
117:25 | whatever.
117:28 | Okay. Is that the parking area or is
117:30 | that
117:32 | It's actually the field is right
117:38 | on
117:39 | property.
117:43 | So, so as the recreation commission
117:45 | we're just providing looking to provide
117:47 | more opportunities in the town fields.
117:50 | We already have like our issue is is
117:52 | that once it gets because there's season
117:54 | once it gets dark there's no place to
117:56 | practice there's no place to have even
117:58 | you know that big um uh disclosure I'm
118:01 | also a recreation kind of but um
118:05 | right
118:06 | the just it's they don't have practice
118:09 | hours like it's you know how we don't
118:12 | have parking you don't have fields like
118:14 | at least we can kind of in increase the
118:16 | amount of time they can spread out their
118:19 | pockets
118:21 | So even if we're um a slice of any
118:26 | lights, we provide provide a uh
118:28 | lighting, looms, stuff like that just to
118:31 | provide.
118:32 | So what do we need for that's what I
118:34 | mean the reason is what what do they
118:35 | need? What do we what does the
118:36 | recreation commission need to um submit
118:41 | as for a plan? Um especially since the
118:45 | the the form, you know,
118:49 | I I think for sure that the the whoever
118:53 | is there now, the buyer,
118:54 | correct?
118:55 | It is a new person. So,
118:57 | yeah, I know that this house has been
118:59 | vacant for many years.
119:01 | Wait, this one is
119:02 | Oh, yeah.
119:03 | One of these two is is vacant.
119:05 | I know that for a fact.
119:07 | Right across from Flint, right?
119:08 | Correct. Right on Flint Road. Yeah.
119:10 | Is it 8 foot stock fence?
119:12 | Yes, that is. Yes, it is. And it's it's
119:16 | pretty grown. I'm not
119:17 | when leaves fall off the trees and
119:19 | [clears throat] that's when football
119:20 | season is
119:22 | you can look at you can look you drive
119:23 | down Flint Road look to the right and
119:25 | you look down the football.
119:26 | Okay.
119:27 | So
119:28 | so it's whatever the board feels that
119:31 | want to be submitted.
119:32 | Have you done any outreach at all? Just
119:34 | have you talked to the neighbors? I mean
119:36 | somebody complain somebody must have
119:37 | complained about the first time you get
119:38 | that condition.
119:40 | Yeah. And I don't think that that
119:41 | neighbor does not live there anymore.
119:42 | That's why the strategic part is to have
119:44 | the light shine away from those houses
119:47 | to take that off the table.
119:49 | But like I said, if you condition it to,
119:50 | you know, the maximum V30
119:52 | correct in only the months of November
119:54 | and December.
119:56 | And there's so much more technology. The
119:59 | lights are so much more kinder than they
120:00 | were back 20 how many I don't know how
120:02 | many years it was. A lot of years ago,
120:04 | right? Um, so it'll be it'll be um
120:08 | 9:00
120:10 | so you can clean up the field,
120:12 | right?
120:13 | So would we need a public hearing?
120:18 | I think probably just
120:20 | probably
120:22 | Yeah. And do revision or
120:26 | modification.
120:28 | What about
120:31 | notifiers and
120:32 | notified letters and to have in the
120:34 | newspaper
120:37 | just for hopefully
120:39 | wave any fees.
120:41 | I think yeah um yeah I mean we can look
120:45 | at the cost I think can can you can you
120:48 | cover the cost of the advertisement? I
120:50 | mean
120:52 | advertisement won't be that bad because
120:54 | what was that 100 foot
120:58 | 300t radius
120:59 | what is the average mailer cost? It just
121:02 | went up 1098 per round.
121:06 | Okay.
121:08 | I mean I I I think it's Yeah. Congress
121:11 | got to come out of the
121:15 | Yeah. Whatever the advertising is for a
121:16 | special
121:18 | what would the cost be for I mean I
121:20 | don't think we need to do
121:22 | this be the paper twice. Sound50
121:25 | $160.
121:26 | All right. So, we're talking a couple
121:27 | hundred bucks, few hundred bucks.
121:29 | And you you can wave the site from
121:33 | Yeah. Yeah.
121:34 | We can wave our fees.
121:36 | Um I don't think we'll need
121:39 | I don't think we'll need a peer review.
121:44 | This was a
121:46 | baseball.
121:47 | Yeah, possibly.
121:48 | But there was a thing cuz they didn't
121:50 | want kids going down there. I get it.
121:52 | It was a drinking spot for
121:54 | Oh, yeah. It's very dark.
121:55 | You know, it's beautiful. really nice
121:56 | down there. So,
121:57 | they did a good job.
121:59 | So, power coming down here somewhere.
122:01 | There's already I mean there's there's
122:02 | power to the snack shack and there's
122:04 | power to here. There's a scoreboard
122:06 | right here. There's power too.
122:07 | Look, baby drive down there when you're
122:09 | born. It's it's really um
122:11 | Yeah. It's pretty cool.
122:12 | So, you don't have there's no big site
122:14 | work. You just got to
122:16 | it's more or less with the would be
122:17 | light post and then the electrical. And
122:20 | I mean from the football side of it,
122:22 | there's great grants available from the
122:23 | NFL as far as the huge sport program
122:25 | that they have available. So it's all a
122:27 | matter of exploring that and seeing what
122:29 | the options are.
122:30 | See what you get from donations from
122:31 | kids.
122:32 | Yeah. Any advertisers? No, we're lucky.
122:34 | I mean, I think back years ago, McGee
122:36 | Toyota undoubtly was a huge donator
122:39 | and um I think uh there's been other
122:43 | silent donators who play in the league.
122:50 | I have to go down and see that.
122:53 | So, so I'm sorry. Um recreational cover
122:57 | costs. Um we'll wave our fees. Yeah,
123:02 | I don't think we need a peer review. Uh,
123:04 | we can look at the Noancy site plan.
123:07 | Literally just
123:08 | draw the lights.
123:10 | Yeah, I think we need some lights. And I
123:11 | we probably need some model and make the
123:15 | light.
123:16 | Yeah. Make the model light.
123:18 | The looms. Yeah. I think we just need to
123:19 | make sure that for safety nothing.
123:23 | Oh, I absolutely that's why little
123:26 | there'll be a little bit of engineering
123:28 | but
123:29 | but I include the path and if you need
123:33 | to add something to the parking lot, you
123:35 | know, add those.
123:36 | Okay.
123:37 | The whole time if you want to light up a
123:39 | piece of the practice field
123:42 | that thing up too.
123:43 | Okay.
123:47 | Yeah. Cuz I know what they the kid they
123:48 | do with the schools because they they
123:50 | practice at Harris School. They've been
123:51 | using the mobile lighting. go behind.
123:54 | Yeah.
123:54 | So, and so when daylight savings time
123:57 | hits is it I mean generally they
123:59 | practice down here at least one team
124:01 | does and they move up top once daylight
124:02 | savings. So
124:04 | just provide more area.
124:05 | Yep.
124:06 | If you shine lights this way. What's
124:08 | No, that's not that's not this isn't
124:10 | part of it. It's only on this plane.
124:14 | That's it.
124:16 | Um because I mean because there's no
124:19 | electricity close to here because you
124:22 | got
124:22 | it's a good amount of distance traveled
124:24 | there.
124:25 | It's really just a warm field, right?
124:26 | It it is and then a Yeah, without a
124:28 | doubt.
124:29 | Good.
124:30 | So
124:31 | any more room to put anywhere the fields
124:33 | here?
124:33 | So
124:35 | I think this is an upland area. You'd
124:38 | have to do a crossing here.
124:40 | That would be uh an option.
124:43 | An option. So baseball
124:46 | cuz the original plan was a suck.
124:47 | We need fields and parking desperately
124:49 | in this town.
124:51 | So, I mean I mean parking's tough here
124:53 | because for games they got to park at
124:56 | um that elementary school and walk down
124:59 | that that that lifethreatening path that
125:01 | Yeah, it's tough.
125:03 | Is this field flat over here?
125:05 | Yeah, dead flat. Can't miss it.
125:09 | Can't miss it.
125:10 | You see you'll see the post telephone PS
125:13 | with the lights on.
125:13 | Yeah.
125:16 | Now you need a field trip.
125:18 | Now you definitely need to go take a
125:19 | field trip down there.
125:20 | Yeah, you always drive by.
125:22 | I've never been down to that field. I
125:24 | mean, my kids were all out by the time
125:25 | that was built.
125:26 | You never know it was there unless
125:28 | you I've seen it completely.
125:30 | Just ignore the red tower thing.
125:33 | I I did look over and go, go, go, go,
125:34 | go, go, go, go, go, go, go.
125:35 | Just pretend that that's not there.
125:37 | Everything else is beautiful.
125:39 | What are the plans to put a field? You
125:41 | just
125:42 | I mean I mean money for you. like
125:44 | anything. Yeah,
125:45 | that and I guess what field to put there
125:48 | because like the other thing is is like
125:51 | parking. It's
125:53 | uh it's tight it's tight parking
125:55 | but over for all downtown. I mean, it's
125:57 | not just it's it's like behind the
125:59 | library, there's just no there is no any
126:02 | someday if we ever have the opportunity
126:04 | to to pull like we've had
126:06 | [clears throat] a million times and we
126:08 | never to pull some of those houses down
126:10 | on Main Street that are just there and
126:12 | make it extra parking. It would be very
126:15 | helpful.
126:16 | Pull off
126:18 | here.
126:18 | It's a wetland. I wish.
126:19 | Is it? Is it?
126:20 | It's all right here.
126:21 | Yeah. So, you get down the hill.
126:23 | That's wetland.
126:24 | That's all wetland right here. You got a
126:26 | wetland right here.
126:29 | A lot of wetland in Charlton.
126:31 | A lot of behavior.
126:32 | It's a lot of wetland.
126:33 | The um I mean the other option is now to
126:35 | start looking for, you know, down on the
126:38 | other side of Shelton for other fields
126:40 | and other um possibilities.
126:45 | Anyways, this solves this gets us one
126:47 | step closer to to giving the um the
126:49 | residents um more more recreation space,
126:52 | more field space because
126:56 | Okay, I'll get this um some more flight
127:00 | areas posted on this and then I'll uh
127:02 | get that paperwork on the uh on some
127:05 | lighting.
127:05 | Yeah, hopefully it's not too much.
127:09 | Okay.
127:10 | All right. Thank you guys very much.
127:11 | Question for you. Uh what's the timeline
127:13 | you're looking to get submitted in and
127:14 | on the agenda? Um
127:17 | probably uh the September meeting
127:19 | because I heard it when I sent outside
127:20 | September
127:21 | just and if something changes
127:22 | September
127:23 | I'll come in
127:23 | just so we have um
127:25 | remember it's going to take a couple
127:26 | weeks to post it in the in the paper
127:29 | that I mean
127:31 | football season it won't be
127:33 | Oh thank you very much I appreciate it
127:35 | thank you very much I mean it won't be
127:38 | this we're looking to get this this done
127:41 | so
127:41 | okay just more or less to get that part
127:43 | of the site so it isn't allowed
127:46 | use down there on that site.
127:47 | So, if you're going to do a public
127:48 | hearing on you're not going to do a
127:50 | public hearing on the second because
127:51 | that means the mailings have to go out
127:53 | this week. So, you want to do like
127:54 | midepptember.
127:57 | Okay. Okay. All right. That'll give you
127:58 | some time.
127:59 | Look at them pushing,
128:01 | you know. Keep it moving. I don't I
128:03 | don't blame you.
128:04 | Depends how fully it's going to slow
128:06 | down in your planning board member.
128:08 | [clears throat]
128:09 | Gillan is our brand new planner. This is
128:11 | his first meeting.
128:12 | Oh, nice.
128:13 | Jump it on in. Jump right in. Can't be
128:16 | afraid. Huh? I love it.
128:17 | He's got experience coming from the
128:19 | city.
128:24 | So, he knows what to do.
128:25 | Great. Welcome.
128:27 | First three days, he's already jumping
128:29 | in
128:29 | between the batteries and this, you
128:31 | know, it's um
128:33 | can't be.
128:34 | Okay.
128:34 | Can't be afraid. All right. I appreciate
128:36 | you guys. Thanks again.
128:40 | Good seeing you. Don't be a stranger.
128:42 | Yes. Thanks. Definely.
128:43 | All right. So, do we have We have the
128:45 | Kazowski Liam's myar signing. I don't
128:48 | know what
128:52 | this is.
128:53 | No, this is
128:54 | is it because we didn't sign it last
128:55 | time?
128:56 | Uh, it's possible. This is for the time
128:57 | being.
128:58 | This is actually
129:02 | Yeah.
129:03 | And then we have
129:14 | pen will travel.
129:17 | Could you please sign the paper copies,
129:19 | too, cuz I need to get into certain
129:21 | departments.
129:21 | Yep.
129:22 | Thank you.
129:27 | Uh
129:28 | July 15th.
129:34 | This buy you a stamp.
129:37 | Let us buy you a stamp. Especially
129:46 | good that we get up and get out of our
129:47 | seats.
129:50 | Need the sugar.
130:02 | Huh?
130:04 | Did you go back for two weeks and I came
130:07 | back and I'm like, it's hotter here.
130:10 | Like,
130:11 | you're not looking for sympathy, are
130:12 | you? No.
130:14 | You're not going to get me. How was it?
130:16 | Amazing. We by accident was there were
130:19 | there for a live volcano. I have videos
130:21 | of the volcano. Really?
130:22 | Wow.
130:22 | Did people have it on their bucket list?
130:24 | It was just like, we'll go on that day.
130:26 | Yeah, we
130:28 | got to feel the heat from the
130:31 | people.
130:36 | take a two week vacation.
130:49 | Yep. You want both papers?
130:51 | Paper. Yes, please. There's a couple
130:54 | pages.
130:55 | Oh, all the paper.
130:56 | Was there any issues with 140 bond or
130:58 | that one's good to sign as well?
131:02 | Um,
131:08 | they have to review it and then Is that
131:10 | just an ANR? It's an ANR, but you should
131:12 | look it over.
131:14 | But there's no issues with it.
131:16 | Yep.
131:25 | Just create one.
131:28 | Another
131:32 | one for your review and then signature
131:35 | after a vote.
131:42 | This is blind.
131:43 | Yep.
131:44 | Y
131:53 | it really is good to move around.
131:56 | Yeah.
131:58 | I've already taken the record for the
132:00 | longest one I've had in East Hampton,
132:02 | but that's cuz they adjourned at 8:30
132:03 | whether there was stuff left on the
132:05 | agenda or not.
132:06 | I think we've had till 11 before I
132:08 | think.
132:09 | Yep. They said wishing you arrived.
132:12 | We did 11 before. So
132:14 | yeah, we had 11 before, but
132:16 | that was rare.
132:17 | Well, you ever had to stop and then be
132:18 | continue like a town meeting and they
132:21 | had to do that?
132:24 | Yeah.
132:26 | So, they're just breaking this lot up.
132:50 | Three papers, one by.
132:53 | Yeah, perfect. Thank you.
133:04 | Did I miss the signature?
133:25 | anything.
133:28 | We got all the stuff.
133:29 | Yeah, just the boat, right? Yeah.
133:38 | You guys have one job.
133:45 | I'm the only one that's got retire on
133:46 | this one. I like the I feel like the
133:48 | baby
133:50 | [cough and clears throat]
133:51 | You can vote on that an
134:29 | Y no comments from uh the building
134:32 | office on this
134:36 | 75act.
134:40 | 140 and 34 and check.
134:44 | Exactly. Because you're not going to
134:45 | spare one.
134:46 | Not in
134:57 | make motion to accept the ANR for uh 140
135:01 | Bond road rear builders.
135:04 | A second
135:05 | for a motion. I'm sorry.
135:08 | It's good night. Hi. Hi.
135:16 | It's weird to have like an easy one.
135:18 | We've been getting like these crazy
135:20 | ones.
135:26 | [clears throat]
136:21 | going through here.
136:35 | chocolate.
137:05 | the extension. We have an extension
137:07 | request when they when they
137:09 | [clears throat] want what is the they
137:11 | have they have a letter to us.
137:12 | I have the pre-len letter here. So it's
137:15 | uh dear Mr. Miss Miss Given, at the July
137:19 | 15th, 2026 Charlton Planning Board
137:21 | meeting, the board reviewed your
137:22 | attached request dated July 1 to extend
137:25 | the approval period for your North Serge
137:27 | Road reduced project special permit um
137:31 | to extend that uh plan approval period
137:34 | uh of one year to July 17th, 2027. Um
137:39 | yeah, they make a request.
137:42 | Make a motion we extend the given down
137:45 | in North Nage Roadage lot to July 17th,
137:50 | 20 27th. Second.
137:53 | All in favor?
137:54 | I I
137:55 | I
137:59 | approved. Um, we have a uh a lot release
138:06 | a 61D lot release from St. Mark.
138:11 | I [clears throat] make motion that the
138:12 | pending board recommends board action.
138:16 | Second motion.
138:18 | All in favor?
138:19 | I
138:19 | I
138:25 | unknown business at time posted.
138:27 | Yeah, I'll just give you guys some
138:29 | updates here. number one. Uh just kind
138:31 | of jumping into this meeting to see how
138:33 | you guys run business. One quick lesson
138:36 | learned here. I'll make sure to have
138:37 | Graves packages printed out and ready
138:40 | for you every meeting. Uh in terms of
138:43 | getting information out to you uh for
138:45 | the time being going forward, I'm just
138:47 | going to as it's received send it out.
138:49 | Um
138:51 | as I kind of get a little bit of a
138:53 | better feel for applicants kind of
138:54 | what's needed.
138:55 | Okay. I may try to organize it better so
138:57 | I'm not just you're not just constantly
138:59 | getting emails from me. That way be a
139:01 | little more organized, but just expect
139:04 | emails coming out for
139:06 | um
139:06 | we do have we do have a share drive.
139:08 | Okay.
139:09 | If you can you're more than welcome to
139:10 | get in there and organize that and and
139:13 | post things to specific meetings that
139:15 | would be nice to have. Then then we can
139:16 | always look back
139:18 | on a specific date and and what was what
139:20 | was
139:22 | uh Hey there. If you bear with me as I'm
139:25 | development, I'm [clears throat] just
139:25 | gonna pull this up here. I'm going to
139:27 | show you and format here. I can totally
139:32 | willing to work on
139:35 | this so much at this hour, but let's
139:37 | see. [laughter]
139:49 | Are you connected?
139:50 | I'm about to be.
139:52 | [clears throat and cough]
139:53 | go through Windows here and it's a
139:55 | little slower than I would like.
139:56 | Remember when we got this TV and it was
139:58 | so much cheaper to just go buy a brand
140:00 | new TV than wanted a smart
140:05 | get it and then we're like, "Oh, why
140:06 | don't just get a TV?"
140:08 | Well, I uh don't get to navigate this at
140:11 | this hour. So, I'm going to show you all
140:12 | here on my computer. Okay, pretty
140:15 | simple. Um, so [clears throat]
140:24 | what I'm going to be doing here,
140:27 | um, I may try to make this a little
140:29 | clearer, but the idea is as I receive
140:31 | materials, post them directly to the
140:34 | website, right at this top link here.
140:36 | The idea is
140:41 | try to organ organize everything by
140:44 | year.
140:46 | This is this is a public page here.
140:48 | Yeah, this is a public page.
140:50 | I'm getting network errors here. Kind of
140:53 | isn't displaying it. But right now,
140:55 | what's in here is we have uh what's the
140:59 | name of that project for for next week
141:01 | for the next meeting?
141:02 | Yeah, those two new ones that came on.
141:05 | We have
141:06 | we have two projects in here. I'm going
141:08 | to figure out what's going on with the
141:09 | website, why it's not loading the moment
141:11 | I care to show somebody what's happening
141:13 | with it.
141:13 | But for the next
141:16 | it'll be all submitted materials and I
141:17 | plan on organizing in such a way with
141:20 | between each meeting everything that was
141:21 | submitted both from uh engineering
141:24 | reports uh
141:25 | resubmitting
141:26 | years ago. We were submitting we were
141:29 | making sure that every you know all the
141:30 | site plans because it just it's so much
141:32 | easier for the you know for the public
141:34 | to access to be able to see what we're
141:36 | looking at
141:36 | for big projects. Yeah.
141:38 | You know for and we we always can
141:42 | request everything anything electronic
141:44 | from you know most most of NGOs do their
141:46 | stuff on on
141:49 | so here here you are. I have this one
141:50 | here. This is going to be 123 Worcester
141:52 | Road. The initial submission and this is
141:55 | everything I've received from the
141:56 | applicant. So we have you know the the
141:59 | application here
142:02 | you can see all that. Um so as I receive
142:06 | any new applications I'm getting in I'm
142:08 | requesting electronic that way I can
142:10 | also just upload them here.
142:12 | I'm open to
142:14 | different formats but this is the
142:16 | general idea.
142:17 | Okay.
142:18 | The big thing is naming conventions. So
142:21 | um what is
142:22 | SPR 26? That is just how we're titling
142:27 | our special permit.
142:29 | Special permit
142:29 | 2026 and then it's the second one for
142:32 | this fiscal year. I may I'm not married
142:36 | to this naming convention. That's just
142:38 | what I've inherited and I'm likely going
142:40 | to change it to something a little
142:41 | clearer.
142:42 | The address and owner's name. It's kind
142:46 | of handy to put on there or maybe just
142:48 | an address. I mean
142:50 | Yep. and it has the address immediately
142:52 | after but it's going to have a standard
142:54 | that way it's always ordered by when it
142:57 | was submitted.
142:58 | Um
142:59 | I like that. That's what we do in work
143:00 | because it's the only way.
143:02 | Exactly. And then you can keep adding to
143:03 | it.
143:04 | And do we do we keep this on the only
143:06 | the only thing that concerns me about
143:08 | having a public
143:10 | website is everything's searchable from
143:13 | any Google document anywhere. So, you
143:17 | know, so this is and I'll just sorry to
143:20 | cut you off. I just I just I've
143:21 | experienced a problem. I know you're
143:22 | you're about to say where I've gotten
143:24 | requests. You know, Google my name comes
143:25 | up and my address.
143:26 | Uh we do have discretion of just when I
143:29 | see something that's like
143:30 | public names, people's things. I'll
143:32 | generally black out cell phone numbers
143:34 | of developers. If somebody wants that,
143:36 | they can submit a public records request
143:38 | and we can give it to them. But it just
143:40 | makes it that it's not immediately
143:41 | available. I think that I mean we I
143:45 | I mean permits I guess I I think plans
143:48 | need to go up like you know
143:50 | plans and some information.
143:52 | Um I mean I don't know even I mean
143:55 | typically we don't put
143:57 | um our graves reports up there.
144:00 | That's so sure that's true.
144:02 | I don't know.
144:02 | So that that kind of stuff is is what
144:04 | we've been using the share drive for. So
144:06 | it's it's only [clears throat]
144:06 | accessible by you control the access to
144:09 | it. So it's only accessed by members. I
144:11 | mean, I don't know if there's anything
144:12 | ever anything ever confidential. Um, and
144:15 | I'm I'm all for um, you know, public
144:17 | access. Yep.
144:18 | Um, I just always worry about having too
144:21 | many versions of too much data out there
144:24 | and the cost of sharing because I'm
144:26 | auditing that right now. Um, so it's um,
144:31 | I'm more worried about providing client
144:33 | data to the worldwide web for any search
144:35 | engine anywhere that wants to, you know,
144:38 | mine data. I prefer with name statuses.
144:42 | I prefer to have [clears throat]
144:44 | you know uh enough information out there
144:47 | on what the planning board is doing so
144:49 | people can know then they can come to us
144:52 | to get more information. That's that's
144:54 | kind of I'd like to kind of firewall
144:56 | that stuff.
144:57 | Yeah. I just don't wait. I just
144:59 | they with AI now search engines going
145:01 | out there and everything's
145:03 | like fall under what like I mean I've
145:05 | never looked at uh you know what we f
145:08 | you know we have all this data
145:09 | [clears throat] the data protections we
145:11 | have around names and addresses and
145:12 | phone numbers are a big deal. Mhm.
145:15 | Um,
145:17 | so I think projects uh that kind of
145:19 | information can go on what we would
145:21 | normally put on our public site, but for
145:25 | grave reports and engineering reports
145:27 | and things like that, I think we're
145:28 | better off firewalling that providing
145:32 | access here for people that want to been
145:33 | here, but not providing all that data
145:36 | out to
145:37 | and it's for exactly what you said
145:38 | because you're going to have bots going,
145:39 | you know, you're going to have just it
145:41 | it collected for for whatever purpose
145:44 | purpose that um
145:45 | well, it's just like what we did tonight
145:47 | with the gas station.
145:49 | Yep.
145:49 | You can't put all the information out
145:50 | there about everybody's name and stuff.
145:54 | So, that's just that's my concern with
145:56 | with with doing it on the publication.
145:58 | Mhm. And I can I can just put a note of
146:01 | so specifically something like if you'd
146:03 | like engineer
146:04 | if you want more information contact
146:06 | please email
146:07 | and honestly typically if somebody asks
146:09 | me for something and makes a request
146:12 | I'll I'll mean I've given it to them
146:15 | like as they walk out of the meeting or
146:18 | I will email it to them directly and
146:20 | you'll find that most of the quest
146:22 | requests do come through right they
146:23 | people go right to the board member that
146:25 | they know and they ask for it. So, um
146:28 | I mean the only other thing just put the
146:30 | final uh
146:32 | final decision.
146:32 | Yeah, the final decision with conditions
146:35 | in it or something like that just so we
146:36 | know.
146:37 | I mean, Jane, the biggest request that
146:38 | people want to see are the plans, right?
146:39 | Like that's
146:41 | people want to know what's happening
146:43 | where
146:45 | I think it will be old
146:48 | a file that says decision and appendix
146:52 | that would have final plans
146:54 | and condition. Yeah, that's great.
146:56 | And I mean, all of this stuff is public
146:59 | information. So, is the owner, the
147:01 | street address, you know, so
147:03 | it's public information, but putting it
147:05 | out
147:05 | Yeah.
147:07 | out in the the worldwide web in that
147:09 | written form is a little hard. Slows
147:11 | them down a little bit.
147:12 | Could be um Yeah. Could be problematic.
147:15 | Yeah.
147:16 | Uh, I'll also be changing the format
147:19 | here a little bit of the agenda one, but
147:23 | make it easier for myself and the public
147:26 | of generally trying to keeping all the
147:28 | information that you need, name,
147:29 | address, all those things. Um, I also
147:32 | want to start including the general uh
147:35 | what bylaw it's being reviewed under.
147:38 | Uh, one that would help me just kind of
147:40 | get up to speed with what's in the
147:42 | bylaw. And then anytime any member of
147:44 | the public is interesting, well, how is
147:46 | this allowed?
147:47 | All the bylaws that are necessary are
147:50 | referenced and they can look that up.
147:53 | Um, and then decisions as well. I'm
147:57 | want to try to get that a little bit
147:59 | more industry standard where it would
148:01 | be, you know, [clears throat] you have
148:03 | basic information, then you have legal
148:06 | description, procedural history, and
148:08 | then you go right into waiverss,
148:09 | conditions, anything like that. Sure.
148:14 | Try to make sure we're even in a
148:15 | position where we have, you know,
148:16 | defensible decisions because I think as
148:18 | we get to the point where, you know, we
148:20 | may have appeals come in, we want
148:22 | decisions to be
148:24 | covered any issues with decisions except
148:27 | for maybe BDD, but
148:30 | a big there's been quite a few. Yeah,
148:32 | you know, there's been a few here and
148:34 | there. And we also I mean we have legal
148:37 | counsel so whenever we need them they're
148:39 | always available for um question.
148:45 | So I'm just thinking about the the
148:48 | public facing website and then as Don
148:50 | mentioned we've got the shareepoint
148:52 | and it would be good to use the same
148:55 | naming convention I think. So in the the
148:58 | the SharePoint we have like meetings you
149:02 | know January, February, March
149:04 | and then I guess you could put you know
149:07 | SPR 26-34
149:10 | or something like that. Yeah.
149:12 | And then you could put all the graves or
149:14 | ports and all of that in there because
149:16 | you got to put them somewhere anyway.
149:19 | And you can talk to it about the the
149:21 | link to to the shareport. They can get
149:22 | your name on it if you probably have it
149:25 | or I could add you.
149:25 | Yeah. But that would be great because we
149:28 | haven't been doing that. That would be
149:29 | great to just stuff everything in the
149:31 | SharePoint. Otherwise, it just sits on a
149:34 | laptop somewhere. So yeah,
149:35 | and so you know um the town the we have
149:39 | our own sort of Facebook page that Dawn
149:42 | that Dawn created because we never um
149:44 | just just for communicating publicly
149:46 | just just and and and um and because a
149:52 | lot of a lot of old people now like
149:54 | that's where they get their true
149:57 | our information um spun around at least
150:00 | you know people talk but we our our
150:03 | children website
150:05 | actually actually the most um user
150:06 | friendly or nice looking or anything.
150:08 | But so good luck.
150:09 | I just got a message on the um
150:11 | complaining board asked us if you want
150:12 | to monetize it now because we've got
150:14 | enough followers.
150:15 | Is that right? You know, we can start
150:18 | monetizing and use that money.
150:20 | That whole 35 would be like,
150:22 | "Hey, I finally got that ESA postcard in
150:24 | the mail."
150:25 | I know. I saw that.
150:26 | Everybody did. [laughter]
150:28 | Yeah. Yeah.
150:32 | If we if we join Like I I want us to be
150:35 | more out there and pushing our pushing
150:38 | our stuff. I mean even if I don't know
150:40 | it might be
150:42 | nice to do little sort of like this is
150:45 | what happened. I've been reading some of
150:46 | the like short little posts or is that
150:49 | too much only because you have me on all
150:52 | the community. I mean you
150:54 | me everywhere on these community pages
150:56 | saying
150:58 | heads up this is happening. Heads up.
151:00 | Um, I usually post the agendas.
151:02 | Put a link to us in advance or
151:04 | something.
151:04 | Yeah,
151:05 | that's a good idea. If you're interested
151:07 | in what happened, here's a link to the
151:09 | YouTube. Watch the meeting.
151:11 | You could do a show at the studio and
151:13 | then I could put on YouTube also. You
151:14 | can do
151:14 | Oh, yeah. with with with Paty. Sit down.
151:18 | Yeah, right. That's what everybody
151:18 | wants.
151:19 | Sit down.
151:21 | We could have a sit down with our
151:23 | planning director and get his name up
151:25 | there.
151:25 | Who used to do that? We used to do those
151:27 | We used to do those interviews. Who used
151:29 | to do that?
151:29 | They used to select me used to do stuff
151:31 | like that. They would go over whatever
151:33 | the
151:33 | cooler than the select me. Oh yeah, it's
151:35 | not hard. But like we could be cooler
151:37 | than that.
151:37 | Dick.
151:40 | I I've got to get going. So um good.
151:44 | Is there anything else that
151:46 | all of you have? It's I've got the
151:47 | damage cell number. Shoot me a text
151:50 | anytime. Give me a call. Um
151:53 | if any of you guys want to meet private
151:55 | meetings, let me know. I'll make myself
151:57 | available. That's totally optional.
151:59 | If you got if you have questions on us,
152:01 | let us know.
152:01 | Yep. We'll do. Uh
152:03 | yeah, normally I'll be in here. I mean,
152:04 | the chair comes in earlier to kind of
152:06 | just so
152:08 | I have a clue. But any of us have a clue
152:10 | when we're when we're um
152:13 | it it's good to have uh any materials we
152:17 | might need for the meeting, plans, if
152:19 | they've got extra set of plans that we
152:21 | can look at instead of trying to oversee
152:23 | everybody. um bridge reports, any other
152:26 | reports from from the engineering
152:28 | reports just so we've got something to
152:29 | look at.
152:30 | Typically, everybody comes in a little
152:31 | early.
152:32 | And once again, if there's time to get
152:35 | those ahead of schedule onto the
152:37 | SharePoint, give us time to review it if
152:40 | we have time before we get because
152:42 | trying to
152:43 | go through everything and stuff. So,
152:44 | it's
152:45 | sometimes trying to print them out on
152:47 | the fly. Yeah,
152:48 | a lot of times you a lot of times they
152:49 | give them to you so last minute too that
152:52 | I know that's not
152:52 | but if they come in early stick for the
152:54 | meeting and and you know at our leisure
152:56 | we can we get a report. Do you have any
152:59 | vacation coming up or we need to know
153:01 | about it?
153:01 | Yes, I have one vacation um same time as
153:06 | Jane after our August meeting we are
153:08 | both out that
153:09 | um and then after that it's I'm I'm
153:12 | here.
153:14 | I'm I'm off I think several weeks in
153:17 | September. I might miss both meetings in
153:19 | September.
153:22 | Going someplace nice. Yellowstone.
153:25 | Wow.
153:27 | Very nice.
153:28 | Buying another trailer and driving out
153:30 | there.
153:31 | Flying this stuff. [laughter]
153:35 | Okay. Um I'll make a motion we
153:40 | second.
153:43 | Thank you, Dylan.
