Context

A property on a "28" road (ASR; address unclear) owned by Joel Checker (name from captions, spelling uncertain). The owner sent a letter and agreed to ~40 dumpsters but re-piles material and moved items onto neighboring land. A large parking-lot sinkhole from a washout needs filling (lot owner "Andy W."). DEP asked the town to enforce strongly because the owner is an unpermitted trash generator.
