SAPHE 2.0 Public Health Performance Standards
Context
SAPHE 2.0 (State Action for Public Health Excellence) is the state program under legislation signed in November 2024 that makes annual reporting against Blueprint for Public Health Excellence performance standards mandatory for all 351 Massachusetts municipalities. Worcester participates through its Public Health Excellence Capacity Building Grant, run jointly by the Inspectional Services Department and the Division of Public Health. On 2026-08-03 Cherry Tangri and Nicholas Antanavica presented Worcester's self-assessment: 164 questions, 151 applicable, covering 2025-07-01 to 2026-06-30. Gaps identified were disease control and prevention, administration, general environmental health (nuisance, recreational camps) and food enforcement; tobacco use prevention and water scored 100 percent.
Status
Per the presentation, the disease control and administration gaps will be planned with the state Department of Public Health (discussion with its Commissioner expected in September), while the environmental health and food gaps will be handled through the capacity-building workplan. The slide text in the posted document is partly garbled, so percentages beyond those above should be checked against the original.
