Bowen Thomas Outfall Upsizing
Context
The Bowen Thomas Gravity Outfall is near maximum capacity and cannot handle wet weather flows. Black & Veatch was engaged September 22, 2025 for design, permitting and bidding to upsize it ($413,000). At 30 percent design (reported April 2026) shallow rock, existing pipe depth and the size of the upsizing made pipe bursting infeasible for most of the length, requiring more design and survey work.
Status
Approved September 14, 2026: $291,000 amendment, bringing the Black & Veatch fee to $704,000.
