2026-08-05 - Historic Resources Commission
Summary
This is the Forsyth County Historic Resources Commission, with C.J. Idol in the chair and nine of twelve members present. The June 3 minutes were approved unanimously. The commission approved COA2026-031 (Roger Farabee, retaining wall at 1105 Glade Street, continued from May 6) unanimously, though staff had recommended denying the accompanying boulders and brick ground cover and the written order addresses only the wall. It continued COA2026-058 1225 Forsyth Street Fence and Gate (Oliver Meade's front-yard fence and gate) and COA2026-061 157 West End Boulevard Brick Walkway (Blake Habicht's salvaged-brick walkway) to October 7, asking both applicants to work with staff by September 9. COA2026-062 523 Summit Street Porch Steps (porch stairs requiring removal of railing) was denied 8-1, with Jason Thiel opposed. A raceway sign for a tenant at the R.J. Reynolds Factory 64 Complex (COA2026-070) and a hanging sign on the Rogers House outbuilding (COA2026-071, Jordan Lloyd recused) were each approved unanimously. Under other business the chair's motion to include the Reynoldstown, Holly Avenue and Centerville Historic Districts in the National Register Neighborhoods heritage program passed unanimously; staff reported on marker unveilings (Historic Marker Program), Hanes Park tree removal, and the Old Salem Design Review Standards Update.

STAFF COMMENTS
Ms. Coletti presented the staff report, a map showing the property's location, and photographs of the property.
STAFF FINDINGS – RETAINING WALL
Commission staff finds that the retaining wall is not incongruous with the character of the West End Historic
Overlay District because:
1) The applicant proposes the construction of a retaining wall within the front yard. The retaining wall is
proposed along the front yard perimeter at the edge of the sidewalk. On the right side of the walkway
steps, the wall will measure approximately eighteen inches in height and extend approximately
twenty-three linear feet. On the left side, the wall will measure approximately twenty-four inches in
height and extend approximately thirteen linear feet. The wall will be constructed of tan and beige
fieldstone, averaging approximately three inches in thickness. Stones will be set in mortar; however,
mortar joints will be recessed to minimize visibility, creating the appearance of dry-laid construction.
The proposed retaining wall is compatible with the property in terms of setback, height, and size, and
follows the natural topography of the site and adjacent properties. Masonry is an appropriate material
for retaining walls in high-visibility areas. While dry-stacked stone is not appropriate, the proposed
fieldstone wall is consistent with masonry patterns found within the District. (Retaining and Other
Landscaping Walls, West End Standards 4-7)
STAFF FINDINGS
Commission staff finds that the landscaping is incongruous with the character of the West End Historic
Overlay District because:
1) The applicant proposes four landscape boulders in the front yard and a brick ground cover between
the sidewalk and the curb. The brick ground surface is proposed to be standard red clay brick laid in
a Flemish bond pattern. The proposed brick will match the existing brick border along the front yard.
Boulders are not a common landscaping feature in West End turn-of-the-century-gardens. Installing
hard material in the planting strip of a public right of way is inappropriate. (Public Rights-Of-Way,
West End Standard 4; Landscape Features, West End Standard 3)
STAFF RECOMMENDATION
Based on the preceding findings, staff recommends that the Commission approve the proposed retaining wall
and deny the proposed landscaping features located at 1105 Glade Street, Winston-Salem (PIN 6825-86-
0601), West End Historic Overlay District Number 319, with the following conditions:
1) The applicant shall receive, prior to commencement of the work, all other required permits or
permissions from governmental agencies;
2) Commission staff shall review and approve any revisions or deviations to any portion of the as-
submitted work, that qualifies as a minor work, prior to commencement of that portion of the project;
3) The applicant shall submit the Certificate of Appropriateness Request for Certification of Completed
Work form and photo documentation of the completed project to HRC staff within ten (10) days of its
completion.

Speaking in Favor of the Application: None.
Speaking in Opposition to the Application: None.
COMMISSION DISCUSSION
Chair Idol closed the public hearing. The Commission discussed the application.
Mr. Hanna moved that the following Order be entered in COA2026-031:
On May 6, 2026, the Forsyth County Historic Resources Commission conducted, in the above referenced matter,
a public hearing in accordance with the statutes and case law pertaining to quasi-judicial proceedings for the
issuance of certificates of appropriateness. During the hearing, Isabel Coletti, Historic Resources Officer,
presented the staff report, findings, and recommendation. Roger Farabee appeared to present testimony and
evidence in support of the application. No one appeared to present testimony and evidence in opposition to the
application. The public hearing was continued to August 5, 2026, to allow the applicant the opportunity to provide
additional details regarding the application.
At the August 5, 2026, hearing, Isabel Coletti, Historic Resources Officer, presented the staff report, findings,
and recommendation. No one appeared to present testimony and evidence in support of the application. No one
appeared to present testimony and evidence in opposition to the application.
After presentation of all testimony and evidence, the Forsyth County Historic Resources Commission, based
upon the evidence presented in the application and during the hearing, finds that the proposed retaining wall is
not incongruous with the character of the West End Historic Overlay District because:
1) The applicant proposes the construction of a retaining wall within the front yard. The retaining wall is
proposed along the front yard perimeter at the edge of the sidewalk. On the right side of the walkway
steps, the wall will measure approximately 18 inches in height and extend 23 linear feet. On the left side,
the wall will measure approximately 24 inches in height and extend thirteen linear feet. The proposed
masonry units will measure 6 to 12 inches in diameter and will have a rounded profile. The units will be
tan and beige in color with recessed mortar joints. The retaining wall will be constructed in a configuration
similar to the existing retaining wall at the Zevely House. The design of the proposed wall in a high
visibility area is compatible with existing walls that contribute to the special character of the property or
District. The proposed retaining wall's height will not impact the property's historic features, and is
compatible with the site in setback, size, height, and scale. The use of stone is an appropriate material,
and the wall will follow the topography of the site. (Retaining and Other Landscaping Walls, West End
Standards 4-7)
Based on the preceding findings, the Forsyth County Historic Resources Commission hereby approves
COA2026-031 located at 1105 Glade Street, Winston-Salem (PIN 6825-86-0601), West End Historic Overlay
District Number 319, with the following conditions:
1) The applicant shall receive, prior to commencement of the work, all other required permits or permissions
from governmental agencies;
2) Commission staff shall review and approve any revisions or deviations to any portion of the as- submitted
work, that qualifies as a minor work, prior to commencement of that portion of the project;
3) The applicant shall submit the Certificate of Appropriateness Request for Certification of Completed Work
form and photo documentation of the completed project to HRC staff within ten (10) days of its
completion.

Request: Installation of fence and gate
COA2026-058
STAFF COMMENTS
Ms. Coletti presented the staff report, a map showing the property's location, and photographs of the property.
STAFF FINDINGS
Commission staff finds that the project is incongruous with the character of the West End Historic Overlay District
because:
1) The applicant proposes the installation of a wood fence and gate within the front yard. The fence will
measure approximately 30 to 36 inches in height and will consist of painted, dog-eared wood pickets
spaced 3 to 4 inches apart. The fence will extend across the front yard 48 feet before ending at each
side of the front porch. The east side of the fence will extend back 17 feet and turn out to connect with
the property line. The west side will extend back 14 feet and will end into a proposed hydrangea plant.
A central double gate will align with the landing of the walkway stairs. The gate posts will be made of
wood and designed to match the existing tapered porch columns. The proposed fence will be located
along the level section of the front yard immediately before the yard slopes downward toward the
sidewalk and street. The proposed placement is not compatible with the District. The fence's proximity
to the house and its higher position above street level due to topography, increases its visual impact,
obstructing view of the masonry porch foundation, an architecturally significant feature. This placement
is unusual within the historic district, where front-yard fences are generally set farther from the front and
are typically adjacent to the sidewalk. New fences are to be designed to minimize impact on the special
character of the property and District and the height and topography of the site visually obstructs the
view of the home from the public right-of-way. (Fences, West End Standard 2 and 3)
STAFF RECOMMENDATION
Based on the preceding findings, staff recommends that the Commission deny COA2026-058 located at 1225
Forsyth Street, Winston-Salem (PIN 6825-75-2645), West End Historic Overlay District 418, if approved, include
the following conditions:
1) The applicant shall remove all commercial, contractor, or manufacturer signs from the fence;
2) The applicant shall receive, prior to commencement of the work, all other required permits or permissions
from governmental agencies;
3) Commission staff shall review and approve any revisions or deviations to any portion of the as- submitted
work, that qualifies as a minor work, prior to commencement of that portion of the project; and
4) The applicant shall submit the Certificate of Appropriateness Request for Certification of Completed Work
form and photo documentation of the completed project to HRC staff within ten (10) days of its
completion.

COMMISSION MOTION
Chair Idol moved that the application for COA2026-058 be continued to the October 7, 2026, meeting and that

COA2026-061
STAFF COMMENTS
Ms. Coletti presented the staff report, a map showing the property's location, and photographs of the property.
STAFF FINDINGS
Commission staff finds that the project is incongruous with the character of the West End Historic Overlay District
because:
1) The applicant proposes to remove the existing front walkway and replace it with a brick walkway. The
replacement walkway will maintain the existing footprint, measuring approximately 16 linear feet in
length and 6 feet in width, extending from the front gate to the front porch steps. The proposed paving
material consists of salvaged brick reclaimed from a demolished 1920s residence. Each brick
measures approximately 8 inches by 4 inches and varies in color from red to yellow-tan. The bricks will
be installed flush with the grade. The project does not retain and preserve the design and materials of
the existing walkway that contributes to the special character of the district. Removal of historic
walkways that connect a building to the sidewalk is inappropriate. (Walkways and Steps, West End
Standard 1)
STAFF RECOMMENDATION
Based on the preceding findings, staff recommends that the Commission deny COA2026-061 located at 157
West End Boulevard, Winston-Salem (PIN 6825-98-9550), West End Historic Overlay District 19, if approved,
include the following conditions:

STAFF COMMENTS
Ms. Coletti presented the staff report, a map showing the property's location, and photographs of the property.
STAFF FINDINGS
Commission staff finds that the project is incongruous with the character of the West End Historic Overlay District
because:
1) The applicant proposes the installation of a painted wood staircase on the north side of the house. To
accommodate the new stairs, approximately 3 feet 8 inches of the existing front porch railing will be
removed to create an opening providing access from the porch to the side yard. The proposed stairs
will measure approximately 3 feet 8 inches in width, extending approximately 10 feet north from the
porch before turning toward the rear yard for an additional 12.5 feet. The stairs are located within the
front high-visibility portion of the property and require the removal of a section of railing, a character
defining feature of the front porch. Entrances and porches that contribute to the special character of
the building should be retained, including their functional and decorative features such as railings.
Removing any historic detail associated with a highly visible entrance or porch is inappropriate unless
part of an authentic restoration. (Entrances, Porches, Enclosures, and Balconies, West End Standard
1 and 10)
STAFF RECOMMENDATION
Based on the preceding findings, staff recommends that the Commission deny COA2026-062 located at 523

STAFF FINDINGS
Commission staff finds that the project is not incongruous with the character of the Landmark because:
1) The proposed project includes the installation of one raceway style sign to an existing metal awning.
The sign will be 120 inches long x 30 inches high x 5 inches thick, with an acrylic face with graphics
adhered. The sign will have a black background with white lettering that depict the name of the building
tenant. The signage is limited, and it is compatible with the Landmark building and site in terms of style,
time period, design, scale, and color. The sign does not conceal significant architectural features or
details. The new sign does not overshadow or overpower adjacent structures. (Signage, Landmark
Standards 4, 5, and 6)
2) The proposed project introduces new signage that is removable. (Signage, Landmark Standard 7)
3) The proposed signage is internally illuminated. The lights are 5k LEDs. The impact of the new light on
the historic character of the Landmark building and site is minimal and the historic character of the
Landmark building and site is not diminished or compromised. It is compatible with the Landmark
building and site in terms of material, design, scale, color, and lighting brightness. (Signage, Landmark
