2026-08-18 - City Council

Summary

Meeting ran 6:05 to 8:02 PM; Tony Economou was absent all night, and Khrystian E. King and Luis A. Ojeda arrived late (King, Ojeda and Kathleen M. Toomey joined remotely). Three residents spoke in public participation, and conduit-location hearings were approved 9-0. Petitions were referred in bulk, including a resident petition to decommission and remove Flock license plate readers (sent to Traffic and Parking). On City Manager items the Council referred a UCH-TIF agreement for 16-32 Lakeside Ave. and 18-20 Garland Ave., advertised a trash-placement ordinance amendment, and adopted about thirty grants, donations and transfers 9-0 (including $5.5 million HUD lead hazard, $1.65 million MassWorks, $1 million EPA Brownfields and a $57,556 police patrol boat for Lake Quinsigamond). Among orders, Gary Rosen's request for hearings on state-authorized speed cameras was referred to Traffic and Parking (reconsidered at Ojeda's motion, then referred again 8-0, King abstaining), Satya B. Mitra's report on safety and cleanliness at the Worcester Common passed 7-3 as amended by Toomey and was re-voted 7-3 after reconsideration (Bilotta, King, Ojeda opposed), Mayor Joseph M. Petty's CSX railcar odor meeting order was amended to cover the August 14 derailment, and Toomey's order for a public discussion of the DOJ investigation closure was held. From the held items, Mero-Carlson's Redevelopment Authority appointment was confirmed 7-3 after King's motion to recommit failed 3-7, the other two appointments were confirmed 10-0, the civilian review board report was held a second time, and King's civil-immigration-enforcement signage order was denied on a 5-5 tie (with its companion order). King then moved to postpone most of the meeting's items to September 8; the motion failed 5-4 (a schedule change needs six votes), and reconsideration failed 5-5. The Kennedy Community Health Center's zone change for 600 and 604 Lincoln St. went to Economic Development, and traffic ordinances and salary ordinances were ordained or advertised 9-0.
