W-3699 Pecan Lane Rezoning to RM12-S

Context

Zoning petition W-3699 by the A. Ralph Davis Marital Trust and Gary T. and Jane D. Angell to rezone about 35.27 acres on the east and west sides of Pecan Lane, south of Solomon Drive (East Ward), from RS9 to RM12-S, which allows planned residential development, duplexes, multifamily, single-family, twin homes and townhouses. The Planning Board recommended approval.

Luke Dickey of Stimmel Associates presented the project, with Ben Dolton of Cox Universal Group (Johnson City, TN) joining the rebuttal. Chris Murphy presented staff's analysis. Christopher Smith (1022 Solomon Drive, Kernersville) spoke in opposition and did not use his rebuttal time. The minutes say council members raised concerns that the applicant addressed in rebuttal but do not say what they were.

The City-County Planning Board recorded approval on 2026-08-13.

Status

Approved September 21, 2026, 7-1; Regina Hall voted no. Motion by Council Member Scippio, seconded by Robert C. Clark.
