Spectrum Cable Contract Renewal

Context

Gary Rosen asked the City Manager for an update on negotiations for a new cable contract with Charter Communications/Spectrum. The prior agreement expired in October 2023 and was marred, per the order, by contract violations, poor customer service, poor reliability and failure to provide contractual senior discounts. Councilors John P. Fresolo and Luis A. Ojeda asked about the senior discounts owed and falling subscriber numbers; the Director of Cable Services and the WCCA TV executive director described shrinking PEG (public, educational and government access) funding and state legislation under consideration.

Status

Committee recommended approval 3-0 on 2026-09-17, with a chairman's order asking the City Manager to explore principal sponsorships for WCCA TV with the Worcester Chamber of Commerce. The minutes do not report the state of the negotiations or the amount of senior discounts owed.
