Youth Vaping and Tobacco Regulation

Context

A Council order (item 12v, July 21, 2026, sponsored by Gary Rosen and others) asked the Public Health and Human Services Committee to meet with the Board of Health, medical professionals, youth agencies and Worcester Public Schools on youth exposure and addiction to tobacco, nicotine and vaping. Rosen cited public concern about the Board of Health's changes to tobacco-business siting rules. At the August 24 meeting, city and school health officials described regulations, survey results and programs, and twelve residents spoke without taking a position.

Status

Held 3-0 on August 24, 2026 after Chairman's Orders asking the City Manager for a report on tobacco and nicotine money the city receives and what is spent on cessation and prevention, asking the City Clerk to send the minutes and recording to Worcester Public Schools, and asking the City Manager for a youth anti-vaping public service campaign. The Council's September 8 and later journals show follow-up on those orders.
