Context

Certificate of Appropriateness COA2026-062 for Caroline Edwards, 523 Summit Street (Pepper-McClung House, contributing, West End Historic Overlay District 109): a painted wood staircase on the north side leading from the front porch to the side yard, requiring removal of about 3 feet 8 inches of porch railing. Staff found it incongruous because the stairs are in a highly visible part of the property and the railing is a character-defining feature. No one spoke for or against.
