Summary

The Council recognized Winston-Salem centenarians for America's 250th anniversary and approved honorary resolutions for National Emergency Management Awareness Month and the 2026 Citizens Police Academy graduates. The consent agenda passed 8-0, including a $3,751,283 Continuum of Care homeless assistance application, two solid waste truck purchases ($559,830 and $3,412,750.24), up to $25.4 million in housing revenue bonds and a deadline extension for the Lofts at Motor Road, conveyance of 1214 Gholson Avenue for affordable housing, and several board reappointments. Adams and residents; it passed unanimously. After an alleyway closure and the flood insurance text amendment UDO-CC36 (both unopposed), the Council approved zoning petitions W-3687, W-3688, W-3689 (with Council Member Taylor excused from voting), W-3690, W-3692 and W-3694 with no one speaking, and W-3693 on Country Club Road by 5-3 after one speaker for and one against. In a quasi-judicial hearing the Council approved the special use permit W-3691 for a kennel outdoor enclosure on Chatham Road 7-1 (Barbara Hanes Burke opposed) after sworn testimony from four opponents and the petitioner's attorney. Public comment covered Flock cameras, marijuana decriminalization and sustainability.
