W-3691 Kennel Outdoor Enclosure Special Use Permit - Chatham Road
Context
Elected Body Special Use Permit petition W-3691 by W. Sanders Mosley and Elizabeth Mosley to establish an outdoor enclosure for a "kennel, indoor use" in a GI (General Industrial) zoning district. The property is about 1.93 acres on the west side of Chatham Road, north of Buxton Street (Northwest Ward). The Planning Board recommended approval. Chris Murphy presented for staff.
It was heard as a quasi-judicial proceeding (speakers sworn in, testimony limited to the four required findings under UDO Section 3.2.13(E)(6)(a)). Attorney Bradley Friesen (Bell, Davis and Pitt, P.A.) and Kelsey Dolan (owner of Stella's Rescue) spoke for the petition; owner Sanders Mosley gave rebuttal. Four opponents spoke (Tony Ganis, Chris Kioski, Cynthia Kelly, Frank Fry) plus Sophia Mazarus in rebuttal. The minutes do not summarize what the opponents argued.
Disclosures: Regina Hall received an email from opponent Frank Fry on August 14 and did not respond; Vivián V. Joiner had an unrelated conversation with one opponent; Robert C. Clark attends the same church as the petitioner with no discussion of the matter.
Status
Approved August 17, 2026, 7-1 (Barbara Hanes Burke opposed), affirming the four findings, approving the site plan with the conditions in the permit and staff report, and issuing the special use permit. Motion by Hall, seconded by Clark. No further action expected unless the decision is appealed.
