Resolution 03-26 Opposing Property Tax Limits
Context
Resolution 03-26 put the Town on record against state legislation limiting local property tax authority (levy limits, revenue caps, mandatory voter referenda). The April 23 budget session described a proposed constitutional amendment on the November 2026 ballot that would direct the General Assembly to limit property tax increases. Brock Hall noted Midway relies little on property tax now but a future police department could require it, and the Town Charter already caps proposed increases above $0.10 without a voter majority.
Status
Adopted May 4, 2026 unanimously (McAlpine moved, Moon seconded); the Town Clerk was directed to send it to Davidson County's legislators, General Assembly leadership, the NC Association of County Commissioners and the NC League of Municipalities. John Byrum said it may or may not influence the General Assembly but represents residents' interests.
