Solid Waste Contract - North Davidson Garbage
Context
Curbside solid waste and recycling collection for Midway households, one of the Town's main expenses (about a quarter of spending). After an RFP, Council voted in December 2025 to contract with North Davidson Garbage Services, Inc. at $11.95 per household per month, replacing GFL; the contract was approved March 2, 2026 and service began May 1, 2026 (GFL's last pickups were April 27 to 29; new carts from April 16). The company handles promotion, the app and customer calls. At the February 19 Vision Session Council also discussed whether the Town should keep paying for service at duplexes and apartment complexes (including about 15 cans at a Hebron Church Road complex, roughly $1,800 a year); Berkley Alcorn suggested ending apartment service at the May 1 switch, John Byrum urged caution, and the question was to be placed on a regular agenda. No later decision on that is recorded in these minutes.
Status
Transition complete. By July 13 Brock Hall reported the prior-year contract cost was $372,285 and the new hauler averaged about $30,000 a month, projecting about $360,000 for the coming year. The multifamily service policy appears unresolved.
