30 Salem Street Enforcement

Context

Enforcement against property owner Mr. Leake (first name captioned 'Francis'). The warehouse-type use is not allowed in the district for 30 Salem Street (captions also say 38), a second floor was found collapsed during a January 2025 administrative-warrant inspection, and fire-code violations remain on the first floor. The owner was ordered to obtain an engineer's certification and has not produced one. Staff also report a former barber shop behind the building now used for storage, and no movement at his Guilford and Carolina Street properties. Details come from auto-captions.

Status

As of August 10, 2026 council consensus was to proceed with a zoning compliance hearing, a second zoning matter for the barber shop building, and condemnation proceedings; the city attorney expected hearings within the ordinance's 60 to 90 days.
