FY2027 Hiring Freeze

Context

Budget cuts left 11 positions frozen at the start of FY2027. On August 4 staff proposed budget amendment 2027-P2-01, transferring about $214,000 from pay-as-you-go capital items (a fire boat trailer, MIS computers, child care building renovations, a recreation truck, golf course equipment) to fund four positions: two police officers, a parks and recreation worker and a streets laborer. A possible cyber insurance recovery of a couple hundred thousand dollars could free the rest (Cyber Attack Insurance Claim).

Status

P2-01 moved from committee to the August 10 briefing and was approved by voice vote at the August 17 council meeting ($214,403, restoring four positions). Seven positions remain frozen unless more funding appears.
