2026-09-14 - Council Briefing
Summary
Written from auto-captions. The presiding council member (addressed as Councilman Thrift) took the agenda as presented and reordered presentations for the following week. A Withers Ravenel asset management lead presented results of the state-funded sewer Asset Inventory and Assessment project: about 228 miles of gravity main, roughly 40 percent of mains and manholes in the high or very high likelihood-of-failure category, a ten-year capital plan, and a recommendation of about $500,000 a year for mains and $250,000 for manholes (Sewer Asset Inventory and Assessment Grant). At the request of staff, council approved at the briefing, apparently without opposition, budget amendment 2027-P3-01 (SBI-funded $1,750 officer appreciation bonuses of about $132,000, a $5,000 League of Municipalities safety grant, a $10,000 High Point JCs gift for Finchfield, and the recreation reserve of about $146,000 plus unassigned fund balance as the city match for the CDBG-NR project), a grant project ordinance (about $3.7 million), acceptance of CDBG-NR grant 20-d424 for $2,246,138.70, and a grant administration agreement with the Piedmont Triad Regional Council. One member cautioned about continued spending from unrestricted fund balance. Staff said the grant must be fully spent by next August and reported by November (Carver Park and Strickland Center Redevelopment). Next week's agenda was sorted: the High Toms baseball lease amendment (alcohol sales language after leaving the CPL league), a special event permit revision and the Verizon water tower lease amendment go on regular, while the coin payment ordinance, a resurfacing contract, road closures for Light Up the Holidays and the Christmas parade, and a retiring captain's badge and sidearm resolution go on consent.

00:00recognize Councilwoman Kate Williams for
00:02invocation.
00:03>> If y'all want to pray with me.
00:07>> God, thank you so much for bringing us
00:09together here today. Thank you for
00:11giving us this opportunity to serve our
00:12community in this unique way. And please
00:14help us remember that we are part of a
00:16team and part of a bigger city and that
00:19we work for the good of everybody
00:22together. Um please keep us safe and
00:23please guide our choices and our
00:25decisions.
00:30I call to order our city council
00:33briefing meeting for September 14th. And
00:35welcome to all of you that are here this
00:37afternoon with us. Um item number two on
00:40our agenda is addition or deletions to
00:42the agenda. Mr. City Manager, are there
00:44any additions or deletions?
00:47>> May uh Mayor Prom and Council, I have no
00:49additions or deletions. I will have an
00:52an update at the end.
00:54>> Okay. And we we are going to um item
00:58number five with the presentations.
00:59We're going to reorder those to have the
01:02CPL the presentation by CPL become C and
01:06the two proclamations be A and B. If
01:08that makes sense.
01:09>> Okay.
01:11>> All right. After hearing this, what is
01:12the pleasure of the council regarding
01:14our agenda?
01:17>> I'll make a motion that we approve the
01:18agenda as presented.
01:20>> Is there a second?
01:21>> Second.
01:22Are we electronic or we going to just do
01:24voice?
01:26[snorts]
01:43>> All right.
01:44>> All right. It's
01:45>> It's fine.
01:49>> I was like, I miss
01:52that was
01:54>> it's You're fine. The agenda has been
01:56approved.
01:58>> We know what the agenda has been
02:01approved. We'll move on to item number
02:02three, which is our regular agenda for
02:04tonight. Item number A is presentation
02:07by Withers Ravenel on results of sewer
02:10AIA grant project. I'll recognize our
02:12city.
02:19I'm sorry.
02:19>> I'm sorry. You said city manager.
02:26>> It's four o'clock.
02:26>> It's four o'clock. It's too early.
02:29>> The um
02:31>> today we're going to have a presentation
02:33on the asset to that was performed by
02:37Weather's Ravenel. This is for our
02:40utilities water and sewer system. uh
02:43that is uh was a grant program and from
02:48that grant program they identified
02:50projects uh that need to be implemented
02:53for our utilities and we'll go into
02:56details over those items. I will turn it
03:00over to Morgan maybe to make
03:01introductions uh and then we can get
03:04started with the presentation.
03:12Um uh the presenter today
03:17with Wither Wii
03:19the grant that we got was a
03:21>> a sewer sewer AI
03:24system just a sewer system just to
03:26clarify this would be the first
03:29>> throw if you will of doing this
03:31>> of doing this they gathered the
03:34information that we had
03:36a lot of information integrated it and
03:39analyzed everything and put it together
03:41and kind of came up and uh some
03:43additional additional projects I think
03:45it's five additional projects that we
03:47did not have listed for our source
03:48system rehabilitation
03:50>> and integrated those
03:51>> integrated those into our existing CIP
03:54>> and uh and uh
03:55>> I guess
03:57go over the the results of the analysis
04:00of the data that that was gathered um
04:03and uh they also came not only did the
04:07asset did a an up update on the capital
04:10improvement plan, but they also did an
04:12asset management plan which kind of
04:14shows
04:15>> he'll kind of models going forward how
04:18much uh investment is needed to maintain
04:21the sewer system going forward and I'll
04:24turn it over to
04:25>> Deepy.
04:37Yes, now I can hear.
04:45>> Okay, sounds good.
04:54your mic because
05:00you all able to hear me.
05:12>> Okay. All right. Great. Well, um good
05:15evening everyone. Um my name is Si
05:18Kalyan. I am um I lead the asset
05:21management group and with us Ravenel I'm
05:23also the project manager on the summer
05:25AIA project um that we did for you all.
05:28Um thank you for this opportunity to
05:31present um the project within um to the
05:34board. Um we are going to be presenting
05:38the um the project just a quick overview
05:41of the super AIA project what we did for
05:43the city and some key findings and then
05:46the recommended capital improvements
05:48plan. Um I hope you're all able to see
05:50the screen. So I'm going to go ahead and
05:52um start changing the the slides. If
05:54you're not able to see the screen,
05:56please let me know.
05:58All right. Great.
06:00All right.
06:05some very soon.
06:07All right. So, the presentation topics
06:10today, I'm going to be going over like
06:12what is an AIE and AM just because I'll
06:14be using those terms uh a lot throughout
06:17the presentation. Um I'll go over the
06:19project scope of what we did for the
06:21city and then um we'll go over the
06:24system inventory summary, the risk
06:27analysis, capital improvements plan and
06:30the life cycle marketing recommendations
06:31and also some recommendations as to how
06:33the city would be able to um keep
06:36updating the AM and um make it a more um
06:41uh a living document.
06:44So what is an AI and AM? Um an AMP is
06:48the asset management plan. At a high
06:50level, it basically helps you answer
06:52questions such as like what are the
06:54assets that the city owns, what is the
06:57what what condition those assets are in
06:59and what are the most important or
07:02critical assets um of the system. Um
07:06what my near-term or long-term capital
07:08improvement um needs are or operation
07:11maintenance needs are. And then um
07:13ultimately like where is the funding
07:15coming to um fund those projects. Um the
07:19AIA is the asset inventory and
07:21assessment grant program that the city
07:23has received the uh $400,000 grant from
07:27the state um to basically the state came
07:31up with this program so that utilities
07:33like yourself could uh proactively
07:36manage the assets make sure that um you
07:39know the assets are um planned well
07:43ahead then moving you know moving away
07:46from the reactive maintenance and moving
07:48into a more proactive maintenance and
07:50managing and financing the um the water
07:53and wastewater systems.
07:57So, in terms of project overview, like I
07:59mentioned, the city has received the
08:01$400,000 AIA grant money and part of
08:03that uh as a part of that project um
08:06what we did is that we updated the GIS
08:08mapping. We digitized the record
08:10drawings um the information that was
08:13available through record drawings. We
08:15used all of that. We scanned it. updated
08:17all that information into your GIS
08:19mapping and um also collected did some
08:22field data collection to update your GIS
08:24mapping. Again that includes like
08:27information um such as like the survey
08:29data, the input elevations, manhole room
08:31elevations, pipe sizes, materials and
08:33all those were collected and and um used
08:36to enhance your existing GIS mapping. Um
08:40once we had all the data we uh then used
08:43a risk analysis approach which I'm going
08:45to go over in the next slides to um to
08:49prioritize your capital needs and this
08:51included likelihood of failure,
08:53consequences of failure. So basically
08:56asking the same questions like what is
08:57the condition of the assets and um what
09:00happens if an asset fails. um using that
09:03methodology we came up with the um
09:06capital improvement needs and then we
09:08also have the operation and maintenance
09:09plan recommendations included in the AM
09:12and then finally I'll be going over the
09:14um the life cycle modeling and also
09:16we'll go over what that consists of.
09:19So um once the data like I said the GIS
09:23mapping was all updated the the um the
09:26city's um sewer system inventory was
09:30summarized and um this is a summary uh
09:34which includes gravity mains force mains
09:37manholes pump stations um for gravity
09:39mains you all have about um
09:41approximately 1,77,000
09:44linear foot of gravity mains that is
09:46about 200 28 miles Um from a force mains
09:50perspective you have about 125,000
09:52linear foot manholes 4,900 approximately
09:564900 and pump stations are 27
10:00and the map here basically gives you the
10:02visual representation of your collection
10:04system.
10:07So once we know what assets the city
10:09owns uh the next step was to find out
10:12what condition are those assets in. So
10:16um for gravity means typically CCTV data
10:19gives the direct condition information
10:21of the pipes. Um so we used a lot of the
10:24CCTV data what the city had and we
10:27reviewed that information and identified
10:30which lines are in poor condition or are
10:33structurally failing or had like on&m
10:35needs and we uh prioritized those lines
10:38for rehabilitation or replacement.
10:41And for the lines that we did not have
10:43CCTV data, we use the age information to
10:46come up with your capital needs. Um, so
10:49that's the estimated useful life. Um, so
10:51any any lines that had installed dates,
10:54we have um, you know, we we um compare
10:58that with the pipe materials. And for
11:00example, product pipe has a life cycle
11:03of 80 years. And if a line in your
11:06system that is more than 80 years, that
11:08means that that line has surpassed its
11:10useful life. So it was recommended for
11:12future CCTV investigations. Um all the
11:16red lines that you see um in the map um
11:19in the slide are those the central
11:21location of the city which I think are
11:23all most of the um older pipes in the
11:26system. So that is why those are
11:27highlighted as red which means that
11:29those lines are surpassed their useful
11:32life. Um force mains again we use the
11:35age information for manholes. We um with
11:38those traveler staff when they were out
11:40in the field collecting data, we did um
11:43perform some visual inspections and uh
11:46we have provided some condition ratings
11:48of those of those manholes and for the
11:50manholes that did not have that
11:52information. Again, we use the age to
11:55identify the condition. Um for pump
11:57stations, we use the city staff input on
11:59the condition of the pump stations or if
12:01there's any replacement or
12:02rehabilitation needs that need to go
12:04into the capital improvement plan.
12:07Um based on this analysis um for gravity
12:10mains um overall is about 40% of your
12:13system is in that red category which
12:16means they have the high or very high
12:17likelihood of failure. It doesn't mean
12:19that all those lines are failing and you
12:21have to replace them right away. It just
12:23gives you that perspective that these
12:25lines are the oldest in your system and
12:28need to be recommended for future um
12:30inspections or replacement if we already
12:33know the condition based on CCTV data.
12:36Uh for force means um again a lot of
12:39your system is in that moderate to low
12:41category and then manholes are in
12:43alignment with the gravity mains which
12:45are about 40% of the manholes are in
12:47that high to very high likelihood of
12:49failure.
12:51Um for consequences of failure um we
12:54used the so basically the consequences
12:56is like what happens if an asset fails.
12:58This is to identify which assets are
13:01more critical for your system. There
13:03could be a bunch of lines that need to
13:06be replaced. But then which lines are
13:09more [clears throat] important? For
13:10example, if a line that is close to a
13:12water body or if a line is located, you
13:15know, in a in a state highway or um a
13:18line that serves um for example a
13:20hospital or a school, those lines were
13:22considered to be more important over the
13:25others. So if those lines are in a bad
13:27shape or in a poor condition, those were
13:29prioritized over the others. Um for the
13:32city of Thomasville we have about 7% of
13:34grad mains that fall within that
13:36category of um
13:39um you know high consequences of
13:41failure. And then for force means we use
13:44pretty much all force means were given a
13:46five rating because we never want a
13:48force mean to be failed. And for
13:50manholes again they are about 5% in that
13:53high consequence excuse me consequences
13:55of failure category.
13:59Once we have uh we had all this um
14:03likelihood of failure and consequences
14:04of failure results uh what we did is
14:07that we went with a tiered approach. So
14:10any lines that have a high consequence
14:13of failure and a high likelihood of
14:15failure were prioritized over the
14:18others. So for example tier five is the
14:21high LOF and high CF. Um and then we
14:24further the those were about um 16
14:2717,000 linear foot of lines. Um but
14:31again we we saw which lines were based
14:33on CCTV data. Which lines were based on
14:36the age. The lines that we already knew
14:38that came from the CCTV data. We knew
14:40the condition that these lines are
14:42structurally failing. They are in a poor
14:43condition. We have recommended those for
14:46rehabilitation or replacement. And then
14:49the lines that are based on the age
14:51information that fall within the tier
14:53four and tier five category were um
14:56further recommended for uh CCTV
14:58inspections.
15:00The tier 1 2 3 or more in the low
15:03likelihood of failure to moderate
15:04likelihood of failure. Um and those
15:07lines were um you know just as an
15:09information that for you all it's all
15:11saved in your GIS so you all could uh
15:14plan for your next set of um CCTV in the
15:17future post the 10ear time frame
15:24once all this data was collected um you
15:26know like I said there were about 29
15:2930,000 near foot of um pipes that that
15:32were based on the CCTV data that were
15:35all that that fell under the um poor
15:38condition category and those represent
15:40the first um five projects listed in
15:43your 10ear capital improvements plan and
15:46then the remaining lines that fell
15:48within that core condition category
15:50based on the age information were
15:52recommended for CCTV those are the
15:54remaining three projects in the top um
15:57um top
15:59C uh top six rows there six or 10 rows
16:02there um so the CCTV recommend
16:04commendation was um a phased approach.
16:07So any lines that have the high
16:09likelihood of failure consequences of
16:11failure were prioritized for CCTV and
16:14then the remaining 400,000 linear foot
16:17were all high likelihood of failure but
16:20then had a low consequences of failure.
16:22So that's the second um phase and then
16:25the last phase was the moderate
16:28likelihood of failure and high
16:30consequences of failure were recommended
16:32for CCTV as the third um priority.
16:36Um rehabilitation and replacement of um
16:3950 poor condition manholes. Again these
16:41were based on the visual observations
16:43that we staff has conducted and we we um
16:47uh have noticed that these manholes were
16:49in poor condition. Um so we have
16:51recommended those for um rehabilitation.
16:55The next set of the treatment plan and
16:57consation study upgrade projects that
16:59you you see in the in the next um
17:01category down there those were all from
17:03your existing CIP and also from
17:06citystaff input based on their
17:07day-to-day operations of farm stations
17:10and any other projects um that need to
17:12go in there um for for your 10ear
17:16capital improvement needs.
17:20This is just a visual representation of
17:22that capital improvement plan. Um the
17:24first plan, the first map on your um
17:27left which says CIP projects 1 through
17:29five are all the uh rehabilitation and
17:32replacement replacement recommendations
17:35based on that CCTV data. And then the
17:38the map that's in the middle is um the
17:41lines that were recommended for CCTV
17:44um which like I said a lot of your lines
17:45in the central city um area are all the
17:49poor condition lines based on the the
17:52aged um age factor and then the um the
17:56map that is on the right is the um
17:58rehabilitation and replacement of the
17:59poor condition manholes.
18:03So um the life cycle uh was another um
18:08aspect or um element that we did as a
18:11part of the project. What the life cycle
18:12model gives the city is provides you all
18:15with that long-term understanding of the
18:18city's needs. So the capital improvement
18:20plan looks at the current state and
18:22looks at like okay what are the cap
18:24city's needs over the next 10 years. The
18:26life cycle model looks at the overall
18:29the holistic view of the city's
18:31condition the the assets condition. Um
18:35so even if a line is in a good condition
18:37right now 50 years from now it could
18:39fail. So does the city have enough funds
18:42to replace that line at that time is
18:45what the life cycle model provides you
18:48um information on. So based on that um
18:53the life cycle model analysis um the
18:57recommendation for the sewer system came
19:00out to be about $500,000 of annual
19:02funding to maintain your bio domains in
19:05a fair condition for the next 50 years.
19:08Um for manholes the recommendation is
19:10about $250,000
19:12um to maintain again a fair condition
19:14for the first 30 years. Now this is just
19:18to prepare the city to be more
19:21financially um stable so that there are
19:25funds available when these assets are
19:28going to be failing or will fail in the
19:30future. Um and if they do fail then you
19:34know you have the money to replace those
19:37lines. [snorts]
19:41Um with that um some of the re few
19:45recommendations from um future and next
19:47steps is that um to maintain and update
19:52the GIS mapping um on an annual basis
19:55whenever there is change to your
19:56infrastructure whenever there newly
19:58completed projects or if any lines have
20:01been replaced rehabbed make sure that
20:03the GIS mapping is updated so that you
20:05all have um the most greatest and um
20:08latest data in your GIS mapping.
20:11Um also the cost estimates that are
20:13included in the capital improvement
20:15plan. Um we recommend that you all
20:17update those cost estimates again on an
20:19annual basis because of u market
20:22volatility and the construction costs
20:24that keep on changing all the time. We
20:26want to make sure that you have the most
20:27upto-ate um cost estimates included.
20:30[snorts] Also um we did include a
20:33recommended on and m
20:35excuse me operational maintenance
20:37recommendations and the asset management
20:39plan. We do recommend that the city um
20:42build a preventative maintenance
20:44schedule and um continue
20:47um inspecting all the high priority
20:49lines from a CCTV standpoint.
20:53Also, one of the recommendation is that
20:55you all coordinate with your street
20:57maintenance or NC do like paving plans
20:59or anything that are coming in the
21:01future. So, if there's any NCR paving
21:04projects, um you may want to if if
21:08there's a project going on or going to
21:10be coming in the future, you may want to
21:11look at the condition of those um
21:13gravity mains under that street to see,
21:16you know, what condition are those um
21:18lines are in and if they need to be
21:20replaced couple of years from now, you
21:21may want to uh replace them when the
21:24streets get paved. In that way you could
21:25save a lot of construction costs um and
21:29avoid redigging the streets again. Um
21:33again um highly recommend that the AM is
21:37um a living document and update it every
21:40year based on changing infrastructure
21:43and needs and update the um the CIP
21:46based on the updated likelihood of
21:48failure and consequences of failure
21:50information.
21:52Um and finally um to um about come up
21:56with a funding strategy. So there are a
21:58lot of grant programs, low interest loan
22:02programs available. So we highly
22:04recommend that you're always um talking
22:06to funding experts and see what's out
22:10there um in terms of state funded grant
22:13programs or loan programs to see what
22:15projects may be eligible um for um for a
22:19program. And that way you could easily
22:22um complete those projects um see which
22:25projects may have a higher chances of
22:27funding and and um
22:31so that those projects will be awarded
22:32and we can complete those projects.
22:36So that um I'll be happy to take any
22:40questions.
22:54Hey, thank you.
24:49This budget amendment appropriates um
24:51approximately $132,000
24:54um from the North Carolina State Bureau
24:56of Investigation payable to all local
25:00law enforcement officers in the state
25:02who were employed as of June 30th, 2026.
25:05Those payments are $1,750
25:08appreciation bonuses which are to be
25:11paid around midocctober to all of our
25:13sworn local law enforcement personnel
25:15that were on the books at that time. Uh
25:17the amendment also appropriates $5,000
25:20of grant funding from the North Carolina
25:21League of Municipalities for its risk
25:24management services insurance pool
25:26safety grant program. Um, this provides
25:2950% reimbursement for the purchase of 22
25:32water filled barricades for
25:34construction, pedestrian, and traffic
25:36safety. These will be purchased by our
25:38fire, police, and public works
25:40departments. Um, [snorts]
25:42additionally, $4,900 is transferred from
25:45general fund contingency to cover the
25:47cost of a gift card incentive, which was
25:49part of the city's climate workplace
25:51survey services agreement with the UNCC
25:53School of Government. general fund
25:55contingency balance is now $495,100.
25:59Um, a $10,000 contribution from the High
26:01Point JC's is appropriated in the
26:03recreation department to support
26:05beautifification efforts at Finchfield,
26:07home of the High Toms. Uh, special
26:09thanks to the High Point JC's for this
26:11contribution. Also for uh also special
26:15thanks to tourism and Cameron Marsden
26:18for coordinating with the JC's to secure
26:20the funding. Thanks also to Corey Tobin
26:22and the recreation department for
26:23overseeing the project. Um, [snorts]
26:26finally, uh, the amendment appropriates,
26:29uh, all funds currently held in the
26:31recreation reserve, which totals
26:33approximately $146,000
26:35and approximately $362,000
26:38from unassigned fund balance in the
26:40general fund, which will serve as the
26:42city's contribution to the CDBG NR um,
26:46grant for construction improvements at
26:49Strickland Center and Carver Park. Um,
26:52this will allow us to get an initial
26:54budget in place, move forward on the
26:56project immediately, and we may have to
26:58revise that that ordinance, which is
27:01you'll be approving subsequently later
27:03on when bids come in, but initially we
27:05need to get a budget in place, and
27:06that's what we're using to to secure our
27:08contribution. Also, um, there's a
27:11there's a we're appropriating $2,150
27:14in the beautifification fund. Um, these
27:16are donations for the light up the
27:18holidays event and I'm requesting that
27:20you go ahead and approve this budget
27:21amendment here at briefing so we can
27:23move forward on the CDBG NR grant
27:25project immediately.
27:28>> Thank you. You heard the item. I'll
27:30defer to council direction.
27:32>> Make a motion that we approve the budget
27:33amendment P3-01-2026.
27:37>> Is there a second?
27:38>> Second.
27:39>> Any discussion?
27:42>> All in favor? Oh, sorry. Wait, I have
27:44discuss just real quick.
27:46>> We keep spending from our unrestricted
27:48fund balance. And I do think it's
27:50hilarious that I am the one who's like
27:52we need to keep an eye on our spending
27:54from our unrestricted fund balance
27:56because it's a real turning of tables on
27:58me specifically. But I just want to
28:00point that out.
28:01>> Great point.
28:03>> Any other discussion?
28:06All right. You may cast your vote
28:10and that item has been approved. Thank
28:13you.
28:14All right. Uh item D is consideration of
28:16grant project ordinance for CDBG-NR
28:19grant project.
28:21>> So the budget amendment transferring
28:23money into the the uh the grant project
28:26and the budget that we're establishing.
28:28This is the ordinance which establishes
28:29the project budget for the CDBGNR grant
28:32project. Uh [snorts] so the total
28:35estimated budget is approximately $3.7
28:38million. This includes approximately
28:41slightly under $3.2 million of grant
28:43funding for construction and
28:45administration costs of the project.
28:47We're also uh appropriating $200,000
28:51as an estimate for additional
28:53engineering and design costs which we
28:55may incur and a little over $37,000 for
28:59contingency if needed. We typically um
29:02appropriate 5 to 10% extra for
29:05contingency on the project in case of
29:07cost overruns. So, this will allow us to
29:10get an initial project budget in place.
29:12This uses all the funding from the
29:13recreation reserve and again
29:15approximately $37,000
29:18from unassigned fund balance in the
29:19general fund. Um, and I'm also
29:22requesting that you approve this
29:24ordinance today at briefing because this
29:25is part of the project. We need to get a
29:27budget in place to move forward. Thank
29:29[snorts] you very much.
29:34I make a motion that we approve the
29:36grant project ordinance for the CDBG-
29:39NR grant project.
29:41>> Is there a second?
29:42>> Second.
29:43>> Any discussion?
29:46You may cast your vote.
29:52All right, that item has been approved.
29:5470. Um item E is consideration of
29:58CDBG-NR
30:00grant number 20-d424
30:04for 2,246,138.70.
30:16>> Defer on this one.
30:20>> Thank you. So what you're approving this
30:21evening is the acceptance of the grant
30:23from
30:25Commerce the community development block
30:27grant neighborhood revitalization grant.
30:30We were fortunate enough to already have
30:32$950,000 that was appropriated for this
30:34project for the Strickland Center. This
30:37is an additional 2,246,138.7
30:41that I'm asking to accept tonight on
30:43behalf of the city so that we can move
30:45forward with the project. What I will
30:47say about this project in particular is
30:49this project 20-d42
30:5224 has to be fully extended by next
30:54August. If we don't spend it, we lose
30:57it. It has to be reported out by
30:59November. And so we're under the gun.
31:01That's why we're bringing it to you this
31:02evening to accept the grant funds so
31:04tomorrow we can move forward with
31:07environmental review and get that
31:08process going. These funds are coming
31:11from the state. So total project.
31:15Thank you. Any questions?
31:18>> Counc
31:25number 20-d424
31:29for 2,246,138.7.
31:35We have a motion to second. Is there any
31:37discussion?
31:38>> Great job.
31:48has been approved.
31:51>> Item F is consideration of
31:53>> Carver Park grant administration with
31:55PTRC.
31:57Deputy city manager.
31:59>> Thank you again. So the grant
32:00administration for Carver Park
32:02Strickland Center um is being obligated
32:05to Pedmont Tribe Regional Council of
32:07Government. Um, we had an original
32:08agreement for the $950,000
32:11of which we were going to total of about
32:13$95,000 that we were paying to them to
32:16manage that grant. Um, of which we've
32:19paid a little over 24 or $25,000
32:22already um for the management of it,
32:24which leaves us with a balance now on
32:26this particular first trunch of funds of
32:29950,000 with a balance of 56,13870.
32:34Uh there is a second agreement here, let
32:37me get to it,
32:40that we're asking for consideration of
32:42approval is for the management of the
32:44$2.2 million as well. So they'll be
32:46managing both of the projects. What I
32:48can say is we're very thankful for the
32:50partnership with Pont Regional Council
32:53of Government because they could have
32:56charged us another um 200 through
32:59$300,000 to manage this grant. They were
33:01kind enough to manage the second trunch
33:03of funds for $60,000. So in essence,
33:06we're owing them around $116,000
33:09of which the proceeds pay for the
33:12environmental review for the project
33:14that has to start. And again, we'll work
33:15on that starting tomorrow. Um, and so it
33:18takes care of all of those fees
33:20associated with it. So we're very
33:21excited to work alongside of them. Um,
33:23and they're equally as excited to work
33:25with us to get the project going. So I'd
33:26ask that you consider approving that.
33:28Um, so we can have the mayor sign it and
33:31move forward tomorrow. Thank you. Are
33:33there any questions? Defer to council
33:36for action.
33:39>> I make a motion that we approve the
33:40Carver Park Grant Administration with
33:43PTRC.
33:44>> Thank you. There's a motion. Is there a
33:45second?
33:46>> Second.
33:47>> Any discussion?
33:49All right. You may cast your vote.
33:53That has been approved 70 as well.
33:56>> Thank you.
33:57>> Thank you. Which brings us down to item
33:59number four, uh, which next week we'll
34:01have our public forum where, uh, anyone
34:03can speak for a topic of their choice
34:05for two minutes.
34:07Um, and then we will have item number
34:09five, recognitions and presentations.
34:12Hispanic Hispanic Heritage Month, uh,
34:14will be the first proclamation. I will
34:17read that one. Then we have breast
34:20cancer awareness. If one of you would
34:23like to do that,
34:25>> okay, Erica, Erica. Erica,
34:29thank you. And then we'll have the
34:31presentation by CPL regarding the update
34:33on the uh Carver Park Strickland Center
34:36redevelopment.
34:39Uh item number six is our consent agenda
34:42for next week. Uh we have two items
34:44there. Item A is consideration of the
34:46minutes from the briefing committee
34:47meeting on August 10th, 2026. And then
34:51we have item B, which is consideration
34:53of the minutes of the city council
34:55meeting from August 17th, 2026.
35:00Item number seven next week will be our
35:02regular agenda, and I'm going to turn it
35:04over to our city manager to walk us
35:05through the rest of the agenda.
35:10>> Thank you, Councilman Thrift. [snorts]
35:12Uh, so on uh next week, we have the
35:16consideration of amendment to the lease
35:18agreement with the High Toms Baseball
35:19Club. I mentioned I have an update. This
35:22is actually something that I'm working
35:24on right now. Uh it was noticed in the
35:28agreement that we currently have for the
35:30contract that the uh the CPL league was
35:37also in the area of alcohol sales within
35:40that contract. And by no longer playing
35:43in the CPL league, that would remove
35:45alcohol sales from Finchfield. Uh so uh
35:49our attorney is reviewing that and
35:51coming up with language that would be an
35:53appropriate replacement. Um and uh
35:57assuming that you do want the ability to
36:00sell alcohol on the outside of that
36:02league play um since he'll be
36:06independent next year. Um and then uh
36:09she's reviewing it for other so we will
36:11have a new contract for you uh for next
36:14week but it'll it'll be in your package
36:18uh later on this this week.
36:20>> So that's A or B. Do you want that
36:22regular?
36:23>> Regular.
36:23>> Okay.
36:28>> Okay. The next item is consideration of
36:30an amendment to the city ordinance uh
36:32regarding coin policy for payments.
36:35>> Follow me.
36:37>> Yes. with consent. Okay.
36:40>> And this just brings our policy in into
36:44line with state law.
36:47>> New state law. Who knew we had needed?
36:49[snorts]
36:50>> Uh item C is consideration of dope park
36:53resurfacing, which is a source contract
36:56with bars recreation.
36:59>> Regular or consent.
37:00>> I'm fine with consent.
37:01>> Consent.
37:08Okay. Item D is consideration of revised
37:10special event permit application and
37:12process that we are also working on uh
37:16some of the changes that were uh
37:18discussed last week. We'll have a new
37:21version of it in your package uh and for
37:24the end of this week.
37:26Would you like this to be regular or
37:27consent? Regular.
37:35All right. Item E is consideration of
37:38the first amendment to the water tower
37:40lease agreement with Verizon Wireless.
37:44>> Regular.
37:45>> Regular. Okay.
37:48As a reminder, all it takes is one
37:50person and it goes on regular.
37:56>> All right. Item F is consideration of
37:58temporary road road closure ordinances
38:00for light up the holidays and
38:01Thomasville Christmas parade. This is
38:04one item. If you really feel that it
38:06needs to be two different items, you
38:08could divide it this evening.
38:10>> Regular one.
38:12>> Consent is fine.
38:14>> Consent. Okay.
38:17>> I assume the next will he
38:19>> be there for the next item, the badge.
38:22And
38:22>> uh he is not going to be present for
38:25that.
38:26Um, which consideration of approval of
38:29resolution awarding badge and service
38:31sidearm to retiring law enforcement
38:33officer, Captain Brad Saint Singh. As it
38:35as I stated, he he will not be here in
38:38person.
38:41>> I'm fine with cons consent since he will
38:43not be here.
38:44>> Yeah.
38:51>> Okay, I'll turn it back over. Uh let me
38:54just real quick run down the regular
38:55items. Uh so it'll be seven A
39:02E will all be on regular. Everything
39:05else will be on consent.
39:06>> That's what I have.
39:08>> Good deal. Uh item eight is council
39:11reports and appointments next week. Uh
39:13everyone will be prepared to give those.
39:16Are there any additions or updates?
39:20>> I have no further additions or updates.
39:22>> Okay. Anything from council?
39:25>> All right, then I will ask for a motion
39:26to adjurnn.
39:28>> Second.
39:29>> Thank you. Uh, any discussion?
39:32>> You may cast your vote
39:36and we are adjourned.
