NCLM Vehicle Camera Pilot

Context

A 12-month pilot, fully paid by the North Carolina League of Municipalities (about $80,000 promised), of dual-facing and 360-degree vehicle cameras with GPS and driver behavior data on 85 to 90 of the city's roughly 200 vehicles (sanitation, fire, police, public works, utilities, fleet). Presented by the city's risk manager, who sits on the League's state committee. Cameras record no audio; routine footage is kept about 90 days and only triggered events generate clips for review, coaching and possible exoneration; the cameras can also flag potholes, missing signs and overgrown lots. Continuing after the pilot would cost roughly $30,000 to $40,000 a year. Details come from auto-captions.

Status

Both the pilot and the eight-page use policy were moved to the October 12 briefing. Open questions raised: who can view clips, public records requests, and employee pushback.
