Special Event Permit Process
Context
A revised special event application and approval process meant mostly for downtown and Pace Park events. As presented October 6: notice of 60 days for city street closures (90 for state streets), 45 days for parking lots and parks (30 may be allowed for simple Pace Park events), 60 days if alcohol is served; $1 million insurance with alcohol riders; off-duty police required for state street closures; fire marshal review for tents over 800 sq ft; animal waste plans and wash stations; portable toilets after 500 attendees; special consideration for social district events.
Status
Pulled from the September 21 council agenda and returned to the Personnel and Finance Committee. On October 6 the committee debated whether to set an attendance number that triggers police, decided to keep it discretionary, asked staff to fix the insurance language in the flowchart, and moved it to the October 12 briefing. Golf course tournaments are not covered by this permit.
