Rosedale Drive Speed Limit
Context
At a council member's request the police department ran a speed study on Rosedale Drive (June 9 to June 25, 2026). Average speed was about 25 mph and the 85th percentile about 30 mph, so no significant speeding problem was found. Police nonetheless support 25 mph given the residential character and sight distance near Hill Crest. Details come from auto-captions.
Status
Rosedale Drive has no center line and no posted limit signs, so the default municipal limit is 35 mph. A state amendment to G.S. 20-141 effective December 1, 2026 makes the default 25 mph on roads that are unpaved or have no center line, so police expect no separate council action; the city attorney is to review the statute first, and police plan a public education campaign. A council member noted some roads may still need ordinances setting 35 mph.
